Construction of 121 Multi-Purpose Evacuation Shelters has been completed and efforts are ongoing to operationalise the shelter management arrangements. Disaster Warning Announcement Systems (DWAS) Units are installed in 421 out of 444 sites, work in remaining sites to be expedited and the system is expected to be in operational phase at the earliest. Out of 4 priority packages for Cyclone Resilient Electrical Network, works are ongoing in Package 3 (Cuddalore) and awarded in Package 7 (Velankanni) and Package 2 (Cuddalore). Package 5 has been dropped from the project. Under the subcomponent of Fisheries Infrastructure, substantial works has been completed except for the pending works at the Mallipattinam Fishing Harbour which were reportedly delayed due to the Gaja cyclone. Structural assessment of the bridge at Punnakayal Harbour was undertaken as recommended, but the repair works are yet to be undertaken, including addressing the issue of unhindered exchange of water at the estuary. Nearly 80 percent of the FIMSUL-II sub-component in complete in terms of physical progress and financial disbursements. The Government Order for Fisheries co-management framework was issued by the Department of Fisheries (DoF), as previously recommended. As a next step, requisite actions need to be undertaken to operationalise this framework. DoF has identified some supplementary activities to ensure sustainability of the fisheries livelihoods work already undertaken - these should be fast-tracked to ensure completion within the project timeline. Works on the Seamless Wireless Communication facilities to TN Marine Fisheries are complete except one tower; this sub-component will be commissioned before April 2019. Under the Component Capacity Building in DRM, phase two of the Community Based Disaster Risk Management activity has been re-initiated to complete the work in the remaining 60 out of the 560 habitations. Curriculum development for Disaster Risk Reduction in Schools has been incorporated upto Grade XI. For Grade XII, it will be incorporated in Tamil, English, and Geography subjects in the upcoming academic session. Additionally, the Implementing Agency has proposed to undertake additional teacher training on this curriculum during March 2019. The TN-SMART application was launched by the Chief Minister in October 2018. There has been no progress on the proposal for establishment of State Level Disaster Management Institute and GIS Cell for TN-State Disaster Management Authority and this activity is no longer feasible within the project timeline. Considering this, it is recommended that a revised plan for Component 3 be submitted before March 31, 2019. Puducherry Work on heritage buildings, remaining work shelters, and improvement works in existing fish markets is in progress. The Rehabilitation of Mairie Building has progressed slower than expected and it was agreed that the PIA will undertake a rigorous timeline-based follow-up to ensure no further delay in completion dates. Further, it was recommended that the PIA submit an operational plan for using the Mairie building as a ‘Centre for Culture and Art for Puducherry’. Works on all six packages for Cyclone Resilient Electrical Network have been delayed, with one package handed over and another nearing the handing-over stage. All the packages are expected to be completed by August 2019. The proposed establishment of an Electric Emergency Control Room has seen no progress since the last mission and is no longer feasible within the project period. The mission recommends that this activity be cancelled, and the procurement plan amended accordingly to reflect this. The proposal for Strengthening of Puducherry Fire & Emergency Services remains feasible within the project timeline and needs to be expedited incase there is a decision on the financing of remaining works in CDRRP-Py. The progress in Fishing Infrastructure is satisfactory. The Modern Hygienic Fisk Market is operational, and the auction hall has been inaugurated. Steps are being undertaken to increase the footfall at the market, like operationalizing the vegetable market and ATM. Maintenance and upkeep of Work Shelters and other assets at Fish Landing Centre/Fishing Harbor is being addressed, however, this can be streamlined further to include major maintenance works. The need for DoF to develop an action plan for maintenance and management of all assets financed under the CDRRP has been reiterated by the mission in February 2019. Guidelines for setting up of 3-tier co-management committee (village, district and state) have been issued through a Government Order. Implementation of Livelihood Program and Establishment of Information Centers for fisher community is in progress. Activities under the project also aims to broaden livelihood base to non-fisheries activities. Key project activities include establishment of fish kiosks, seaweed culture, cage farming and coconut shell craft production. The project is also encouraging the department to undertake activities that will ensure the sustainability of these initiatives, including scaling up activities like bivalve farming that are showing good results; provision of seed banks for cage culture activity already undertaken; and provision of fish farms to vulnerable fisherwomen. The formation and institutionalisation of fisheries co-management Comments: platforms is another important activity within this component to ensure livelihood performance is enhanced.
