The second PDO target has been met by 45% so far, as 33 out of 73 approved ward-level sub-projects have been completed to date (civil works have been completed, but pending technical and financial audits), improving access to and the quality of basic services for 28,194 people, including 12,477 women (So far five classrooms, four health facilities, and five community electricity connections have been built or rehabilitated by the project, and 16,407 people were provided with access to improved water sources under the project). With the completion of remaining 40 sub-projects, the project is expected to benefit a total of 65,479 people, including 28,470 women (mainly through the construction or rehabilitation of health posts, water supply systems, classrooms, and other small-scale community infrastructure), exceeding the target of 50,000 people including 25,000 women. The third PDO target has been met by 85%, as 227 of 268 villages in the 73 target wards have been represented in Ward Development Planning Meetings. At the current implementation rate, it is possible for the project to mostly meet the PDO targets by the closing date; however, the timeline is very tight. In order to mitigate this risk and to permit the target wards to complete their subprojects with adequate time and quality, as well as for the PMU to conduct necessary closing processes including the audits and certification of sub-projects, it was agreed to explore the option of extending the project implementation period by another six months until August 31, 2017. The PMU, however, was still advised to assist all target wards in fully expensing ward development grants and aim to complete as many sub-projects as possible by February 28, 2017, in case the extension cannot be approved.
