No The World Bank Collection, Analysis and Dissemination of Household Survey Data in Namibia (P159953) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. The recipient-executed Trust fund for Statistical Capacity Building (TFSCB - TF A3457) for “Collection, Analysis and Dissemination of Household Survey Data in Namibia” was approved on September 12, 2016 with a grant amount of US$.5 million. The grant agreement signed between the World Bank and the Recipient on February 23, 2107 and became effective on February 23, 2017. The grant is being implemented by the Namibia Statistics Agency (“NSA”). The current disbursement rate is at 68 percent. This is the first request to extend the closing date of the project by one year to allow completion of the remaining activities. The project performance ratings for achievement of the development objective and implementation progress are both Moderately Satisfactory in the most recent ISR. There are no outstanding project audits and the project is not subject to suspension of disbursement. 2. The main objective of the grant is to improve the collection, analysis, and dissemination of household survey data in Namibia. 3. The project has three components, namely, (i) Survey preparation, design, implementation and data collection of a pilot Household Indebtedness and Financial Inclusion Survey, (ii) Assessment and evaluation of the 2015/16 Namibia Household Income and Expenditure Survey (NHIES), and (iii) Statistical analysis and training. 4. To date, activities for Component 1 are near completion, where survey preparation, design, implementation and data collection of a pilot Household Indebtedness and Financial Inclusion Survey has been completed. The survey report is scheduled for release in July 2018. Activities for Component 2 are near completion, with a report on the Namibia Quality Assurance Framework for Statistics (NQAFS) having been produced. For Component 3, analytical products based on analysis of the 2015/16 NHIES data and some training of Namibia Statistics Agency (NSA) has been conducted. This has increased the disbursement rate of project funds to 68 percent. However, some initial project preparation delays led to late start of the project implementation. Given these delays, certain activities cannot be carried out by the date of closure of the project set for June 30, 2018. However, more time is needed to produce additional analytical products based on analysis of NHIES 2015/16 data. Specifically, analytical work and training will be conducted on the assessment of the impact of child social grants on children’s welfare, poverty mapping, income distribution analysis, and distributional impacts of fiscal policy. DESCRIPTION OF PROPOSED CHANGES 1. The proposed Level 2 restructuring is to extend the closing date of the project for 12 months from June 30, 2018 to June 30, 2019. The proposed request for closing date extension will enable the project to fully implement all planned activities. 2. There is no change in PDO. The Results Framework has been updated to reflect a new closing date. NSA has prepared an updated action plan that is acceptable to the Bank with a revised implementation schedule. III.
