Owing to some issues encountered by the PIU using STEP (that is now resolved), the PIU missed the deadline of December 14, 2018 to send direct payment requests. By January 2019, a slight increase of disbursement is expected. Progress Status of Key Activities: Status of key activities are summarized as the following: 1- Audit of EDH Financial Accounts 1/16/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Rebuilding Energy Infrastructure and Access (P127203) The firm was hired and submitted a preliminary report to EDH's Directorate for comments and approval, which were provided on December 3, 2018. The firm is working on those comments to provide the final report. 2- HR Audit of EDH The procurement process (EOI) has been launched, and the PIU is reviewing the documents received to continue the process. The team will keep on monitoring closely the process and assess the time needed to complete the activity, based on the final offers and requirements of the selected firm. Prior to providing the No Objection for contract signature, the team will ensure that there is enough time to complete the activity. . 3- Rehabilitation of Drouet Hydro Power Plant The rehabilitation, which consists mostly of changing the turbines, is ongoing. The turbines were dismantled, and fluid/mud discharge zone was rehabilitated. The turbines were ordered, and the team expects them to be replaced and operational by the end of the Project. 4- Construction of a New Dispatching Center An engineering and supervision firm was hired in February 2018. The firm has worked with the EDH team on the specific technical aspects and also on preparing and finalizing all safeguards documents that were mandatory to proceed with this activity (such as the ESIA). After the ESIA was completed and approved by the Bank on September 28, 2018 (after thorough review by safeguard specialists), the EDH Directorate went ahead and purchased the land required for the construction. The engineering firm finalized the Request for Proposal (RFP). On December 13, 2018, the team received the No Objection request from the PIU. It is estimated that 18 months would be needed to complete the construction of the Center. 5- Solar Electrification of 500 schools The contracts for the supervision firms were renewed and supervision and work have resumed. The contracts of the local installers that were put on hold were sent for No Objection to the Bank on December 13, 2018. The team is finalizing the review and analysis. To date, about 200 schools have benefited from solar energy. 6- Electrification of Champ de Mars There are 2 aspects regarding the Champ de Mars. 1) The order for the street lights was placed, after agreements were reached between the Energy Cell of the MTPTC, the office of the Port au Prince Mayor, and ISPAN (Institut de Sauvegarde du Patrimoine National) on the required models. The street lights arrived in PAP, and the Energy Cell has to provide a storage space to the Firm before the actual work begins. Also, the Energy Cell needs to work with the Mayor to dismantle the lights that have been initially placed by third parties on the specific site of Champ de Mars. 2) The underground works, consisting of replacing the actual electrical cables and ensuring their subsurface safety, has not yet started. The firm has provided a technical report that is currently being reviewed by the Energy Cell. 7- Solar Street Lights for Cap-Labadie 200 solar street lights have been ordered and installed on the road Cap-Labadie. This was a joint effort undertaken with supervision from both Energy and Transport Bank team members as well as both counterparts. Monitoring and coordination: The Bank implementation support team is working very closely with the PIU. Monthly meetings between WB, the Project Coordination Unit (PCU) and the Energy Cell, and monthly meetings between WB, PCU and EDH Directorate are being held to ensure proper follow-up of activities. The team is also coordination with ANARSE. A request from ANARSE to technical support has been formulated and the team would facilitate contacts with relevant expertise to provide support to ANARSE. During the supervision mission of mid-January 2019, the team would seek guidance from the CMU on how to treat the request for no objection of the Dispatching Center.
