Accoun tant General (ES U) Copy25to: Sior - 23 ni3 rtk OficrPP0EP3 Report on the Statement of Expenditure in respect of the World Bank Assisted Nationect Loan No.8725-IN for the year 2017-18 The National Hydrology Project aims to improve and expand the water resources monitoring system, strengthen water resources operation and planning systems and enhance institutional capacity for water resources management. Government of Kerala (GoK) , vide GO (MS) No.54/2016 WRD dated 01.08.2016, accorded Administrative Sanction for the implementation of National Hydrology Project (NHP) Phase- Ill with financial assistance from World bank and Government of India. A Memorandum of Agreement (MoA) was entered into between Ministry of Water Resources, River Development and Ganga Rejuvenation (Government of India) and Water Resources Department (Government of Kerala) on October 2016 for the implementation of the NHP from 2016-17 to 2023-24 as a Central Sector Scheme. NHP in Kerala is being implemented by Water Resources Department through Irrigation Department (for Surface Water) and Ground Water Department (for Ground Water), as per para 3 (ii) of the MoA, a Central assistance of Rs.42 crore and Rs.40 crore would be given as Grant-in-Aid to the Surface Water and Ground Water Department respectively. The project would be monitored by the World Bank and the Implementing Agencies have to follow the World Bank guidelines in procurements and in financial management. An amount of Rs.1,36,11,325/- was utilized during the period under Audit from the above grants. Hence, the admissible amount of expenditure for the financial year ending 31 March 2018 is 1,34,22,202 The report is issued without prejudice to C&AG's right to incorporate the audit observations in the report of Comptroller and Auditor General of India for being laid before Parliament /State Legislature.
