This ISR also reports indicators based on the Project’s progress report provided by the client in August 15, 2018. 12/18/2018 Page 1 of 8 The World Bank Implementation Status & Results Report INTEGRATED SOCIAL PROTECTION AND PROMOTION PROJECT (P147213) The Project was restructured in August, 2018 to extend the closing date, revised the results framework and reallocate funds among disbursement categories. The Project has finally taken off with the implementation of large activities, sharply increasing project disbursements from 23% (US$16.90 million) to 38% (US$28.55 million) in the last six months (June-December). This required almost monthly disbursements of around 1.5 million that were processed satisfactorily. Disbursements are expected to reach 40% by the end of calendar year 2018 as planned in the restructuring. Since the last ISR, the Project has satisfactorily continued with the implementation of large-scale activities related to the interventions with the families under Component 1. Implementation progress by component is as follows. Component 1. Integrated Area-Based Social Protection and Pro-poor Service Delivery Sub-Component 1.1. Bridging CCT gaps. This sub-component uses an output-based disbursement mechanism that employs external technical verification reports for the incorporation of poor households to PROSOLI and SENASA. Based on the 6th independent verification report, covering the period June-December 2017, the following progress has been made towards the PROSOLI indicator end targets: 1. Output-based Indicator (OBI) for the "Food is First" transfer is 94% achieved, 2. OBI for the 'Incentive for School Attendance" transfer (ILAE) is 91% achieved, 3. OBI for the "Incentive Progress by Studying" transfer (BEEP) is around 91%, and 4. OBI for SENASA is around 34% achieved Sub-Component 1.2. Housing improvements. The two large procurement processes planned under the initial design of this component were launched during the last reporting period. The first one awarded 7 lots for the replacement of dirt floors for 2,228 beneficiaries. Activities started in November 2017. By December 1, 2018, 1,990 dirt floors were substituted with cement floors. The second process was awarded in August 2018 and is expected to cover around 1,689 beneficiaries. Activities in the field started on December 10, 2018. A third bidding process was launched on November 16, 2018 to complete the lots that could not be awarded by the preceding processes. It is expected to cover around 4,997 beneficiaries. Sub-component 1.3. Productive Opportunities. As of December 2018, the Project has provided vocational training/apprenticeships and entrepreneurship training and graduated around 5,813 beneficiaries. Based on follow-up surveys, around 36% of the beneficiaries were inserted in productive activities after the training. The Project has launched two large bidding processes in total. In the first one, 250 courses were awarded for 4,265 beneficiaries. In the second one, 521 courses were awarded for 11,335 beneficiaries. A third bidding process is expected to be launched in December 2018 for 225 courses to cover around 4,500 beneficiaries. Three other bidding processes will be launched in 2019. Component 2 on strengthening the PROSOLI CCT Program and Support to Targeted Households and Component 3 on enhancing equity and result-orientation are implementing activities as originally planned. These activities are related to: PROSOLI territorial trainings, users’ orientation (Puntos Solidarios) and feedback mechanisms (Reportes Comunitarios), MIS and inter-connectivity of systems for improved service provision, and strengthening the Social Cabinet in terms of results-oriented planning and evidence-based policy making and reforms. The SIUBEN’s Third Socioeconomic Study field work started in October 2017 and concluded in November 15, 2018. The data processing and analysis is underway. Results are expected to be publicly disclosed by March 2019.
