At the Bank's recommendation, AFAAS commissioned an independent end-of-project evaluation based on its Strategic and Operational Plan (2011 – 2017). The evaluation was intended to examine stakeholders' perception of AFAAS and its activities. The Assessment process was participatory and included the AFAAS Secretariat, country fora focal points, in-country champions, experts, and other key personnel who worked with AFAAS over the years. The evaluation used quantitative and qualitative methodologies including: document reviews, surveys, key informant interviews, and case studies. It is noted that throughout the process, data were interpreted according to OECD evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability, and impact. Primary, quantitative sources such as Likert-type questionnaires; and secondary qualitative sources such as key informant interviews, focus groups, and thematic analysis of open-ended questions were analyzed. The report concluded that Country Fora focal persons and AFAAS Secretariat members reported they strongly agreed that AFAAS was relevant in addressing agricultural development in the African context, with AFAAS' main strength being networking, advocating and engaging all players and stakeholders in Africa. Furthermore, AFAAS promotes gender equality and the role of women extension workers in RAS. Weaknesses identified included Insecure and non-diversified funding; disconnect from real needs on the ground; and limited human resources.
