At its core the program seeks to build the capacity of the Bangsamoro Development Agency (BDA), which is the development arm of the MILF, to prepare it for a future role in government. Steady progress is being made against this goal as the program expands beyond community-driven Page 1 of 11 The World Bank Report No: ISR14298 development to include support for community enterprise development, the formulation of the Bangsamoro Development Plan and operational support for the joint GPH-MILF Sajahatra Bangsamoro program. These new areas are strengthening BDA as a development agency as the transition to the new Bangsamoro political entity draws closer. Under the community development component, 41 of the targeted 65 subprojects have now been completed for this phase, increasing the total number of beneficiaries to over 400,000. The quality of implementation is also improving as reforms introduced for the current phase on site selection and community planning processes are leading to better social and economic Public Disclosure Copy impacts.
