The missions to two of the nine active hotspots had as one objective to understand how progress towards achieving results at the hotspot level are measured, verified and ultimately reported to the CEPF Secretariat which then aggregates all hotspot results to report the results at the level of the CEPF as a whole. The mission to the EAM hotspot found that most visited sub-grant, all sites visited do indeed build capacity of local communities and CSOs (component 2) however, there was insufficient evidence to substantiate whether this support has strengthened the protection and management of globally important biodiversity. One reason for lack of evidence is that neither the RIT nor the CEPF Secretariat regularly monitors changes in the level of threat to biodiversity and status of species, habitats and corridors described in the EAM Hotspot profile. Such monitoring could have allowed the RIT to assess the effectiveness of the sub-grants to sustain biodiversity. Without that monitoring, there is no way to assess whether the development of the capacity of civil society leads to positive conservation outcomes. Increasing local and national capacity to integrate biodiversity conservation into development and landscape planning CI has reported that the project has allowed for the active participation of more than the targeted number of civil society actors in conservation programs. It is also on track with enabling stewardship of the CEPF by indigenous and local communities. Public-private partnership efforts to mainstream biodiversity is sectors such as forestry and agriculture will need to be strengthened for the target to be met. The mission to the EAM hotspot found that for most reviewed sub-grants, projects do increase the capacity of local and national CSO to integrate biodiversity conservation into development and landscape planning. In the case of the EAm hotspot, the investments “support civil society to apply innovative approaches to conservation in under-capacitated and underfunded protected areas, key biodiversity areas, and priority corridors” as intended. A similar observation has been made for the visited Indo-Burma Hotspot (AM forthcoming). Monitoring and knowledge sharing The CEPF Secretariat has made continued efforts to share the results, achievements and lessons from ongoing and closed projects with project stakeholders. A new website was launched early 2018. For the CEPF project, monitoring has been a challenge. Based on the missions to the two hotspots (EAM and Indo-Burma hotspots) the following challenges were identified (i) EAM hotspot indicators are not consistent with CEPF project indicators, (ii) baseline information is not available (iii) indicator definitions are not clear and (iii) reported results from the RITs are not verified in situ. Findings at the level of the two visited hotspots provide that the RITs’ approach to monitoring and reporting is inadequate and “highly unsatisfactory”. The structure of the logical framework for the EAM Hotspot investment is not consistent with the logical framework of CEPF Project. The lack of baselines and clear definitions render the framework of limited use for monitoring overall progress and the contribution to the CEPF PDO. The logical framework is mainly used for portfolio management, that is processing relevant sub-grants under each outcome/strategic direction within the allocated envelop. The RIT is “counting” sub-grant results in the context of the EAM Hotspot objective- and outcome level targets without making a distinction between “attribution” and “contribution” of the sub-grant to the counted result. Similar findings will be recorded in the AM for the Indo-Burma hotspot. Ecosystem profile development and project execution The project currently operates in nine hotspots. The Mountains of Central Asia hotspot profile was approved recently. A hotspot profile for the Caribbean Islands hotspots was reviewed by the CEPF working group and is yet to be approved by the Donor Council.
