In particular, the 2016 MGP beneficiaries survey confirmed that the project is on track to reach targets on most of the key performance indicators, including increase in fruits and vegetables (F&V) yields for MGP beneficiaries by 35% and increase in value of sales of livestock and F&V for MGP farmers by 34% and 38% respectively. The restructuring that extended the closing date to March 28, 2018 and revised some indicator targets was approved and notified to the Government of Samoa on February 15, 2017. The project has maintained good momentum in some areas since the October 2016 Implementation Support Mission (ISM). The disbursement rate currently stands at 73.1%. Key achievements since the last ISM include good progress with the cross-breeding of imported Dorper and Fiji Fantastic sheep; progress made on the stockyard construction program on both islands; further development of a market linkages pilot between smallholder vegetable farmers and a wholesale retailer; and continued processing of grant agreements under the Matching Grant Program (MGP). However, there remain some concerns with certain activities, in particular the pig and poultry sub-components; the delayed construction of the Static Slaughter Unit; the difficulties with fruit and vegetable farmers adopting new farming technologies and approaches, particularly in Savai’i; and the relative lack of training for in-house extension staff.
