Some 1,338 ISP members have been trained, of which 133 are at the provincial level (around 99% of the project-end target), 438 at the district level (99%), 767 at the commune level (87%). Some 254 GAP groups in 50 GAP zones had been established, involving 8,674 participating shrimp farmers over a farming area of 11,192 ha. In addition, 32 diversification zones had also been established, with 2,473 participating aquaculture farmers over a farming area of 4,282 ha. Altogether, 22,370 farmers had been trained in shrimp and diversification GAP with 46% of the trained farmers had adopted the GAP technologies. Around 84% of the surveyed farms had appropriate wastewater treatments meeting the required environmental standards and 83% practiced proper pond mud handling after harvest. Around 78% of farmers in the GAP zones now are stocking high quality seed stock. Disease losses in 2016 were reportedly reduced by 63% in farming area (hectares) and 56% in yield (tons/ha) compared to the baselines before the project interventions. Progress on near-shore fisheries activities is also very good. To date, 97 fisheries co-management groups (CMGs) have been established, involving some 13,722 local fishing households over 800 km coastlines of 8 project provinces. Fishing violations caused by farmers in the CMGs in 2016 reduced by 45% compared to the 2015 baselines. In addition, three Locally Managed Marine Areas (LMMA): (i) Quy Nhon Bay in Binh Dinh (36,000 ha), (ii) Tuy An lagoons in Phu Yen (46,855 ha), and (iii) Nha Phu Lagoon in Khanh Hoa (around 7,000 ha) have been officially approved, established, and under implementation. The project also strengthened public monitoring, control, and surveillance (MCS) through upgrading 28 MCS field stations, including construction of buildings, recruitment of additional staff, and provided training to carry out and maintain routine surveillance activities along the coastlines in a partnership with CMGs. Reporting hotlines have been established and operational in all project provinces. Violation cases reported and timely dealt with increased from 40% in 2015 to 62% in 2016. Data collection of the catches and reporting also have been improved in all provinces. Despite the above good progress, there have been considerable delays in implementing and achieving the ‘hard investments’ targets, especially in the rehabilitation of fishing ports and landing sites and construction of Ninh Van SPF hatchery area due to the inadequate budget in 2016 and the late approval of budget in early 2017. Since infrastructure investments are up to 40% of the IDA Credit (around $40 million in total), delays in implementation of infrastructure investments were the main cause for the present low disbursement.
