The five-year Higher Education Support Project is currently being implemented. Most of the key project documents are available and the different procedural manuals have been revised to reflect institutional changes. Activities at the level of higher education and research institutions have not yet started, as well as those of the Burkina Faso's virtual university, which will see the recruitment of its first cohort of students during the 2020 - 2021 school year. The development of the business plan and strategic plan of the Virtual University of Burkina Faso (VU-BF) is progressing well. This plan will clarify the funding model, as well as the management and operational model of this university. 12/30/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Burkina Faso Higher Education Support Project (P164293) Two consultants have been recruited to provide ongoing support for the preparation of the "One Student - One Computer" operation, as well as the implementation of the competitive funds sub-component. Progress by Component: Component 1. Strengthen access to higher education. Under this component, as of August 31, 2019, out of a total of ten (10) activities listed in the Annual Budgeted Work Plan (ABWP) 2019 (revised), only one (1) was fully completed, or 10%. In addition, seven (7) were in various stages of implementation (implementation rate of 70.0%) and two (2) or 20.0% had not yet started implementation. The process of recruiting a consultancy for the development of the strategic plan and business plan of the virtual university was initially difficult, but significant process has been observed under this activity in recent weeks. The construction of four open digital spaces with this IDA financing is conditional on the implementation of a feasibility study that is still under preparation. Among other things, this feasibility study will provide concrete recommendations on cost-effective architectural models for these open digital spaces, as well suggestions on alternative modalities for these distance learning programs. This feasibility study is expected to be completed by March 30, 2020. For the acquisition of computers for students, the Government has made the wise decision to set up a one-stop shop, to subsidize the computer to the tune of a certain amount, not to commit itself to the purchase and distribution of computers, but to stimulate emulation between equipment manufacturers so that the student has the choice between different prototype computers. The technical assistance which has been recruited under the project is working with the Government team to finalize the process. Component 2. Strengthen higher education institutions and support innovations Subcomponent 2.1. Competitive Funds. With regard to the Competitive Funds—and in view of the structural problems that universities are facing and the small number of Burkinabe institutions that could participate in the competitive selection process—an institutional approach based on performance contracts, rather than the conventional competitive fund approach, has been agreed upon. To this effect, a framework for guiding universities in the preparation of their improvement and transformation plan is currently under development. The new chronogram of this sub-component anticipates that selection of beneficiary HEIs will take place around February 3, 2020 and the implementation of this activity will span from February 2020 to February 2023. Subcomponent 2.2 - Developing the Faculty in Higher Education Institutions (HEI) Under this subcomponent, no activity has yet commenced due to the fact that the other components (VU-BF) and subcomponents (Competitive Funds) to which this faculty development activity is connected have not yet started. Terms of reference for the training of 240 teachers on thematic such as the (inter) active pedagogy and its requirements through a sharing of promising pedagogical experiences between teachers; open and distance learning; professional ethics and conduct in the practices of teacher-researchers in higher education institutions are currently finalized and the training is scheduled to take place in four sessions in January 2020. Subcomponent 2.3 - Strengthen Quality Assurance in HEI The Government has requested that, in addition to the study on the design and implementation of a national quality assurance system, the project support the implementation of a National Qualifications Framework. Special emphasis will be placed on ensuring coherence and consistency between the National Qualifications Framework and the Quality Assurance system. The two Quality Assurance RDTs and the National Qualifications Framework have been finalized and the recruitment process was launched on October 16, 2019 following the Bank’s approval/ no-objection. Subcomponent 2.4 - Strengthen HEIs Management Capacity Out of the five (5) activities listed in the 2019 budgeted annual work plan, four (4) were in the process of being implemented, ie 80.0% and one (1) or 20.0% had not yet begun to implement. The following actions were recommended by the Bank mission: - support the development of the strategic plan of the University of Fada N'Gourma. For the other two universities that have committed their own resources for this activity, IDA funding will not be utilized in their management strengthening process. However, other types of activities at these two universities could benefit from support under the project for the operationalization of their strategic plan; - provide technical assistance to the Ministry of Higher Education, Scientific Research and Innovations for the development of its information and management system. The mission recommended that the project launch the procedure for the recruitment of a consultant for the development of a Ministry of Higher Education Information Management and Education System in line with that of the Ministry of National Education, Literacy and Promotion of National Languages. This would should facilitate the merging of the two databases and ensure more accurate and consistent data. Component 3. Project coordination, management and implementation activities As of August 31, 2019, out of a total of eleven (11) activities listed in the 2019 budgeted annual work plan 2019 (revised), five (5) were fully implemented, or 45.4%, four (4) or 36.4% were in the process of being implemented, and two (2) or 18.2%, had not yet started implementation. The activities that have not been successfully carried out include: i) onboarding of the consultant to support the public procurement chain; and ii) the training and study trips related to the residual training activities supported under the project—as transmitted to the Bank on 29/09/19 for approval.
