Amendment No. 2 to the Letter Agreement
We refer to the Letter Agreement between Federal Republic of Somalia ("Recipient") and
the International Development Association ("World Bank") acting as administrator of the Somalia
Multi-Partner Fund dated February 15, 2016, as amended.
We propose to amend the Letter Agreement as follows:
1.     The amount of the Grant referred to in the first paragraph of the Letter Agreement shall be
increased to an amount not exceeding eleven million eight hundred ten thousand United States
Dollars ($11,810,000) ("Grant") which consists of: (a) an amount not exceeding six million United
States Dollars ($6,000,000) ("Original Amount") (Grant Number TFOAl 709); (b) an amount not
exceeding three million two hundred thousand United States Dollars ($3,200,000) ("First
Additional Grant") (Grant No.TFOA1709); and (c) an amount not exceeding two million six
hundred ten thousand ($2,610,000) ("Second Additional Grant") (Grant No.TFOA8095).
All the other provisions of the Letter Agreement, except as herein amended, shall remain
in full force and effect.

Please indicate agreement to the foregoing, on behalf of the Recipient, by countersigning
and dating the form of confirmation on the two original copies of this letter and returning one
original, as countersigned, to us. Upon receipt by the World Bank of the copy of the countersigned
letter, the amendment shall become effective as of the date of the countersignature.

Modification to paragraph 6 of the Annex to the Letter Agreement
Paragraph 6 of the Annex to the Letter Agreement is substituted with the following:
"6.    "The Activities shall be completed by not later than April 30, 2019, or such later
date as IDA may establish by notice to the Recipient (the Closing Date). After the
Closing Date, IDA may at any time cancel the remaining balance of the Grant."
