In conjunction with the IDA Development Credit Agreement (DCA), the Page 1 of 9 The World Bank Report No: ISR10586 Japanese Grant (TF055922) and the Austrian Grant (TF055922) were extended to June 30, 2014. Since December 2012 the project made limited progress. Overall, the project carries substantial implementation delays on most coastal infrastructure components. The Ministry of Public Works and Transport (MoPWT) experienced serious challenges to overcome past accumulated delays. These, however, are mainly related to procurement and inability to complete tender evaluations according to agreed schedule. The implementation support mission in April agreed on priority actions to be implemented to avoid slowing down of project implementation during the upcoming election period. These Public Disclosure Copy actions are related to investments requiring about a year for completion of civil works and are as follows: award a contract for the Bajkaj landfill construction works; complete the ongoing land expropriation for the landfill; complete bid evaluation and award of contract for the construction of the Saranda water supply and sewerage investments. Rehabilitation of the Saranda Passenger Port Terminal is about to be completed in June 2013. It appears that all parties are keen to ensure that the Saranda Port is commissioned and opened for regular operation before the end of June 2013. Project disbursements are picking up. Until end of April, US$8.3 million were disbursed from the IDA credit which is 46.9% of the total IDA credit. This is an increase of 5.4% from the previous monitoring period. The disbursements from the Japanese co-financing grant are US$1.43 which is 61.5% of the total grant, and an increase of 4.8% compared to the previous monitoring period. There are no disbursements from the Austrian co-financing grant.
