The fulfillment of all disbursement conditions remains the project's top priority: (i) the adoption of the new legal and regulatory framework by the Government and its presentation at the current Parliamentary session, is progressing well. The revised legal package has been presented and accepted by the Commission Mixte; and (iii) the draft of the roadmap for SCPT restructuring and the launch of the preparatory work (technical studies and bidding documentation) for the rehabilitation of Moanda-Kinshasa link are underway. Following the official decision by the Government regarding the formal adoption of route for the Western, Eastern and Southern cluster, the technical studies (surveys) on the Kinshasa Moanda axe and for the East and South clusters have been finalized. The Investment Bank in charge of structuring the future PPP between the SPN and private operators has finalized the bidding documentation for the Moanda Kinshasa route and this document is to be submitted for Bank's approval by January 15, 2017. The consultants in charge of drafting the SCPT restructuring roadmap and those in charge of the rehabilitation of the Moanda Kinshasa will produce their final deliverable by end of January 2016. Since the transition ceremony between SOCOF and COPIREP on November 9, 2016, SOCOF is now the CAB5 implementation agency.
