The Leak Detection Unit -- established under the project and now institutionalized within the Public Utilities Board -- continues to monitor the system and will support the sustainability of the water supply beyond project closing.  Water network improvement in Pilot Zones in South Tarawa has provided 24/7 pressurized, metered water supply connections to 438 houses. The pilot water improvement zones have been fully commissioned and operational in Tanaea (39 connections or 254 people) and Eita-Tebikenikora (183 connections or 1,214 people) since February 2018, and Nanikai (216 connections or 1,350 people) since June 2018. The pilot water system is now serving over 2,800 people, exceeding the project-end targets of 180 households and 1,400 people. PUB is actively monitoring water usage and payments with a target of recovering 80 percent of user charges (equivalent to that of the PUB electricity service) and encouraging water conservation.  Seven completed rainwater harvesting systems are providing 4.7 m3 of potable water per day toward the Project target of 5.1 m3 per day above the baseline. The systems have operated satisfactorily since completion in December 2016 (with part of the last year being a period of drought) and are being maintained  and utilized by community/village water committees that have been legally registered as community-based bodies (under the Incorporated Societies Act). The final system in Buota (inaugurated on December 11, 2018) will add another 0.8 m3 per day for a total of 5.5 m3 per day. The baseline (1.0m3 per day) plus the Project-funded improvements results in 6.5 m3 per day exceeding the end-of-project target of 6.1 m3 per day.  All three groundwater infiltration galleries have been completed: in Notoue (9 m3/day yield), at the Immaculate Heart College (6 m3/day yield), and at Tabonibara (7 m3/day yield), for a total of supply of 22 m3 per day, which exceeds the project target of 21 m3 per day. Operation & Maintenance training of village-based committees is ongoing, to ensure the sustainability of this freshwater supply. With proper maintenance, groundwater galleries have been shown to be resilient to 60 continuous months of drought, and the infrastructure system has a design life of 200 years.  Three shoreline protection works on South Tarawa (two of which have a design life of 50 years) have been completed, protecting South Tarawa’s main road and adjacent water and electricity mains. In addition, shoreline mangrove plantings (over 35,000) have been completed by communities in 9 outer islands. Combined, the hard and soft protection measures have resulted in 1.37 kilometers of coastline protected, exceeding the Project target of 1.2 kilometers. With ongoing support from the Ministry of Environment, Lands, and Agriculture Development (MELAD), community-based mangrove management plans have been prepared and adopted (under the village development committees) and are being implemented to ensure the sustainability of the coastal protection measures on the outer islands.  Through the Resilience Fund for small community adaptation grants, a total of 328 rainwater harvesting tanks (ranging from 5,000 to 10,500-liter volume), and 36 pump systems have been supplied and installed, reaching approximately 13,400 people in 68 communities on the 15 most populated of Kiribati’s 22 inhabited islands.  Office of the President's Building extension. The Office of Te Beretitenti Building extension was completed ahead of schedule on November 18, 2017 and inaugurated on January 17, 2018. The office is used by the National Policy and National Disaster Management Units of OB, and related project support teams.
