The mission ensured the follow-up of the first steps of project implementation following the countersignature of the grant agreement by the recipient in September 10th, 2019. The mission first agreed with its counterparts that a revised version of the Project Operations Manual (POM), based on the transmitted comments of the World Bank and the donor, would be prepared and submitted for approval. The approval of the POM has since been carried out (in mid-January 2020). It has then been agreed during the mission that a first list of roads to be maintained in the context of the project would be submitted for approval to the World Bank in the next few weeks, based on the inventory carried out during project preparation. An inter-ministerial framework agreement for the project under preparation will need to be agreed upon and signed by counterparts by the end of May 2020 to formalize this process. The mission highlighted that it would be relevant at this stage to identify more precisely the local entities, in relation to the maintenance sub-projects to be carried out as part of the project. This, combined with other actions, should enable the first maintenance sub-projects to start by October 2020. In terms of procurement, the mission and its counterparts agreed to prioritize at this stage the activities pertaining to (i) project management and administration and monitoring and evaluation to ensure an adequate support to the implementation of the project, and (ii) capacity building for counterparts and beneficiaries to ensure adequate capacity for the implementation of sub-projects. The Bank supported counterparts during the mission on the preparation of necessary procurement documents to ensure the prompt selection of consultants. In terms of financial management, the most urgent action is the ongoing opening by the Ministry of Finance of the budgetary credits for the project to enable the timely achievement of progress in its implementation. Financial commitments for the project by July 2020 should reach around MAD 3 million, representing around 10 percent of the grant total amount. No disbursement is anticipated before this date. Finally, in terms of monitoring and evaluation (M&E), the mission highlighted the need to establish in the next few months an integrated system for the project, that includes a grievance reporting mechanism, to ensure continuous follow-up and assess the quality and impact of its activities.
