However all the selections are delayed owing to multiple reasons therefore project ratings are retained. Procurement processes for hiring firms for restructuring of Tourism Development Corporation (TDCP) and Department of Tourism Services (DTS) is in final stages however hiring of technical supervision firm has again been delayed. UNESCO has initiated work on preparation of Site Management Plans (SMPs) and it is expected that the plans for the Museums and Ketas Raj will be prepared by July 2019. Given the importance of the opening of the Kartarpur Corridor, UNESCO will start concurrent preparation of the SMPs for the Gurdawaras. The project is progressing to achieve its objectives and key results, although the pace of activities need to be accelerated substantially. The project is in the process of procuring consulting services to support achievement of a number of results including: implementation of reforms, conducting training for master trainers, identifying curricula for vocational training related to tourism, and civil works. The restructuring of the Tourism Development Corporation of Punjab (TDCP) and Department of Tourist Services (DTS) is proposed as part of the project’s institutional reform agenda. Citizens’ engagement and community consultation sessions have been carried out at eight sites including consultation with international tourists at Mohra Muradu, Taxila. A total of 224 individuals have been consulted to date, of which 56 are female. Concerted efforts have been made to speed up procurement of individuals and firms, which are expected to enhance speed of implementation. It was expected that by March 2019, the positions of Project Director, Monitoring and Evaluation Specialist, Civil Engineer and Private Sector Development Specialist would be filled; the first three of these positions are legal covenants and were flagged again at the last implementation support mission. The selection of individuals and firms, except that of technical supervision firm, is at various stages. A civil engineering firm to provide design and supervision support for all civil works envisaged through the project will be engaged. After significant delay, procurement of this firm was initiated with expectation that the firm would be onboard by May 2019; however with delayed decisions it is likely to be onboard by end June/ The civil engineering firm will provide technical supervision of civil works to expedite activities under Component 3 – Public Investment Facility. The priority for civil works will be on the completion of the 23 km Farooqabad-Nankana sb. road, which will help expedite disbursements. The Inception Report submitted by UNESCO was approved in January 2019. UNESCO has started work on the development of site and museum management plans (SMPs and MMPs), which will also incorporate the requirements of relevant World Bank Operational Policies pertaining to environmental and social safeguards. It is expected that the first SMP for Ketas Raj and the MMPs for Taxila Museum and Lahore Museum Complex including Tollington Museum will be ready by July 2019. Similarly, the SMP for Uch Sharif will cover the complex of buildings at the site. In order to kick-start activities under component 2 of the project, the PTEG PMU has reached out to partnering line departments particularly Information and Culture and Archaeology, to identify areas where internships/apprenticeships are possible, with the understand that the project will pay the stipend for the intern/apprentice. The role of the Evacuee Trust Property Board (ETPB) is critical in the implementation of the project because while the Archaeology Department owns the land around selected sites, five out of eight sites being supported through the project fall within the scope of ETPB, which remains a federal entity. It is therefore, critical to have a mutual understanding between Government of Punjab and ETPB through an MoU to ensure that site- specific activities being implemented by PTEG are acceptable.
