The overall disbursement rate is projected to improve in the coming months with the current planned trends of the Railway component as well as the works and supervision contracts for the rehabilitation of the Maroua-Mora road section which constituted about 70% of the total credit amount. The planned implementation progress of the study for the elaboration of the Integrated Multimodal Transport Infrastructures Strategy for Cameroon will equally help improve the performance of the project. The effective implementation of the various agreed action plans jointly elaborated by the project and the bank Teams during previous missions as well as the GoC’s commitment has helped improve project performance. ROAD COMPONENT Both the Contractor and the Supervision Engineer for the rehabilitation works of the Maroua-Mora road section are fully mobilized since 05 January 2017. Works which were suspended for reasons of rainy season have been resumed since November 15, 2018. The key personnel for both the Contractor and the Supervision Engineer are mobilized at 100%, but the feeling of insecurity by some experts mobilized still persists and this may affect project performance if the security measures envisaged are not operationalize immediately to guarantee safety. A social assessment was carried out and the outcomes captured in a resettlement policy framework currently being implemented. This included the confirmation by MINTP that this section of road will maintained the same principle returned for the Mora - Dabanga - Kousseri section under the CEMAC TTF project, which consisted of limiting the right of way to 10-15 meters in order to minimize any expropriations impact. This section of the road considering the lesser insecurity risk (No incident has been recorded here since 2015) has integrated in an adaptable manner the same security arrangement by the permanent special security detachment (DST), fully financed by the GoC for the Mora-Dabanga-Kousseri section. It is worth noting that, the same trained military personnel by ICRC on sexual harassment, GRM, international human rights law, first aid, worker health, gender-based violence and safety, etc will be deployed to ensure security in this section. B. Railway Component: The major activity under this component is the railway signaling works and it constitutes 73% of the overall railway component. A revised bidding document has been elaborated to cover three key areas with the possibility of implementation in phases based on availability of funds. This is to address the difficulties faced in the first unsuccessful bidding process. The new consultation has been re-launched and bids are under review and works to start by March, 2019. Implementation of this activity will contribute to the improvement of railway safety, which is a major challenge for the sector in Cameroon. The next phases for the signaling works will be implemented under the new railway project under preparation. OTHER UNDERTAKINGS: • The elaboration of the Integrated Multimodal Transport Infrastructure Strategy is under implementation with a view to having key deliverables (multimodal master plan) by the end of April 2019 so that its results are reflected in the Second Growth and Employment Strategy Paper (DSCE 2), whose preparation is expected to begin in early 2019; • Improving project environmental and social management: The December 2018 mission reiterated the requirement to have and effectively implement, environmental and social clauses for all Bank financed projects including Gender Based Violence considerations. The Bank team reviewed the implementation status of previous recommendations to update contractual documents for both contractors and Supervision Engineer and noticed that much progress has been made.
