This assessment also included the aftermath of Mexico’s recent earthquake, which caused severe damages and losses in states where nearly 40% of Consejo Nacional de Fomento Educativo (CONAFE) services are located: Morelos, Oaxaca, Chiapas, Guerrero, and in CONAFE’s headquarters. The Bank continues to support CONAFE in using its resources efficiently to improve the quality of education services in the last 12 months of the Project’s implementation. CONAFE’s Asesores Pedagógicos Itinerantes (API) intervention received recognition from the Consejo Nacional de Evaluación de la Política de Desarrollo Social (CONEVAL) for "Good Practices in the use of monitoring and evaluation results in 2017." The intervention strategy that was also awarded internationally by the Organisation for Economic Co-operation and Development and the Inter-American Development Bank in recent years. CONAFE reports a lower number of “ECD service points that are established and complete the minimum number of sessions provided for by the model at national level” and the number of “fathers and mothers educated i.e. who attended at least 80 percent of the total number of sessions of the ECD model at national level” mainly because it is reporting the ECD services that are under the management of CONAFE, whereas other services are managed by state authorities. CONAFE’s ECD services have been increasing over the Project’s life, versus State ECD services. 3 . “Percentage of primary education community schools in select CNCH municipalities supported by an API” shows a decrease on its coverage for the same reason of the number of municipalities covered by the CNCH.
