However, with both the lack of Government funding to pre-finance these activities and the delayed credit agreement signing, the actual signing of the contracts are delayed. This has a negative impact on implementation. Component 1: The Consultant for the assessment study and preparation of bidding documents for the OPRC packages will submit the Concept Design and the first draft Bid Documents soon. Government submitted the final report for the Socio-Economic Impact Assessment. The current lack of financing is delaying the implementation of all other activities. Component 2: The NRSC training needs assessment and the development of bid documents for works under the Lollipop program is under way. The feasibility study for the rollout of vehicle inspections to private garages as well as developing a bid document for an integrated software system for the DVLA is ongoing. The current lack of financing is delaying the implementation of all other activities, among others the implementation of the NRSC's RADMS. Component 3: The ToRs for the institutional review of the road subsector agencies as well as the ToRs for the development of the NMMTMP have been submitted to the Bank for review. The updating of the National Transport Policy is under way. The Bank received the final draft of the PIM for review while an acting Project Coordinator and implementing agency managers are in place.
