The component on employment creation and sustainable livelihoods (component 2) remains moderately satisfactory, as it is continues to show slow (but progressive) results in terms of employment creation. Progress by component is summarized below. Community development component. At least 129 community infrastructures have been completed (including 31 financed by a grant from the State and Peace-building Fund), primarily schools. The operating manual has been revised in January 2017 to address bottlenecks in implementation. However, despite the good progress of the component, some factors may continue to slow down its implementation: (a) the ceiling of US$ 100,000 per sub-project seems insufficient to intervene in the most isolated localities, (b) the most vulnerable communities have a hard time in reaching their 10% contribution (in cash or kind), and (c) the resurgence of insecurity prevents access to certain areas. Livelihoods and employment creation component. The component is finally taking off, and this should result in a substantial disbursement acceleration by end of 2017. Details by sub-component follow. • Urban public works. Appropriate labor-intensive subprojects have been identified and assessed in all five targeted cities, and beneficiaries have been selected respecting quotas for women and other vulnerable groups (IDPs, indigenous people). A total of 960 people are at work in North Kivu. The contract with INPP, in charge of providing training to beneficiaries, has been signed. • Rural public works. The rehabilitation of rural roads leading to the main axes of the strategic corridors has started. 20 km or roads have been rehabilitated in North Kivu, with 300 people employed. • Value chain development. Agreements with INERA, SENASEM and IPAPEL, concerning both the support they must give to project implementation and the support they will receive have been signed. Capacity building activities with these public sector partners is ongoing. Beneficiaries have been identified. Basic seeds are ready for distribution, in time for the next agricultural season (August). Conflict management. Provincial Consultative Committees in North and South Kivu have validated the conflict maps produced by the Social Fund with the help of specialized NGOs. All community subprojects are accompanied by conflict scans and by relevant peacebuilding measures such as capacity building, establishment or strengthening of Local Peace Committees and active support to mediation. All Social Fund and partner NGOs staff have been trained in conflict transformation. Particular efforts have been concentrated on the simmering Bantu-Pygmy conflict in Tanganyika, including supporting the mediation efforts of local authorities, helping communities to produce conflict management plans, and producing a radio program (“My neighbor is my brother”) that is aired by local radios (which have been strengthened).
