The World Bank loan became effective on May 21, 2014. Overall project implementation has accelerated. The PDO is “to enable Xining residents to travel between the City Center and the western part of Xining City in a fast, efficient and safe manner, through strategic improvements to Wusixi Road, a major transport and urban development corridor.” Wusixi corridor will be in operational in July 2019, the PDO is expected to be achieved. Most of the original scope will be completed by the current closing date of September 30, 2019. In the Urban Roads Component, the three roads financed by the project —West extension of Wusixi Road, Xicheng Avenue, and No. 5 Road— are over 80% completed which only some greening works and sidewalks outstanding. Road No.5 is already open for traffic while the other two roads will open for service in July 2019. The Advanced Public Transport System (i.e. bus dispatch and management system) is operational. Forty e-buses were procured in April 2019 and the procurement of a second batch of 105 e-buses is to be completed by August 2019. Construction of ancillary buildings at the Public Transport Interchange (PTI) at Wangjiazhai has begun with counterpart funds. The completion of the PTI is estimated to take until March 2021 due to the stop of construction in winter months as well as uncertainties due to possible rain and flooding. Therefore, an extension of the project duration is required. In the Intelligent Public Transport Management Component, the procurement of auxiliary equipment is ongoing, and the traffic control center will be completed and in operation by August 2019. Twelve road intersection signals and 81 geomagnetic systems at 6 intersections have been installed and are in operation. Eighty e-police, 38 road use monitoring systems and 12 video monitoring systems have been procured and installed. In the Institutional Capacity-building Component, three technical studies have been completed and the training courses were carried out. Two other studies are moving forward. Demolition of structures for all project roads has been completed and all land required for road construction has been made available. The construction of permanent housing is progressing rapidly. A restructuring of the project is needed to allocate savings in loan proceeds to activities aligned with the PDO, and to complete implementation of the entire original project scope, particularly the PTI located at Wangjiazhai. An extension of the loan closing date is of twenty months needed.
