Project Development Objectives (PDOs) indicators were revised in June 2014. Progress towards achievement of PDO is rated satisfactory as both PDO indicators are currently on Page 1 of 5 The World Bank Report No: ISR16551 track and the targets will likely be met, specifically: (i) 7 HEIs show the increased aggregate score against a modified subset of ACC criteria (PDO Indicator 1), (ii) annual average retention rate of special priority scholarship exceeds 95% (PDO Indicator 2), and (iii) most intermediate outcome indicators are on track. The updated Results Framework is in Annex 3 of this Aide-Memoire. Public Disclosure Copy Overall implementation progress has been rated as moderately satisfactory (MS). Most project components have made good progress since the March 2014 Implementation Support Mission. Project implementation has made significant gains in catching up from the initial start-up delay. It is now on track, with a solid work plan in place for 2014. Activities related to the Development and Innovation Grants in particular shown good performance - several outstanding results are now coming in from several of the sub-project teams. Additionally, the fellowship programs, other capacity development programs and the scholarship component continue to show good progress. Higher Education Management Information System (HEMIS) activities, Monitoring and Evaluation, and fiduciary capacity development have also moved forward significantly. To maximize the impact of project activities, it was suggested that the HEQCIP management develop a comprehensive strategy to utilize the remaining budget for further capacity development. As of September 19, 2014, the cumulative disbursements to HEQCIP for the IDA Credit No. 4760 and IDA Grant No. H6070 were US$14.4 million, which represents 62.7% of the total financing of US$23 million. During this review period, the cumulative disbursement rate has increased by 16.2% compared to the last supervision mission (46.5%) in March 2014. The disbursements include an advance ceiling, which was increased from US $2 million to US $4 million in June 2014.
