The Additional Financing, approved on August 31, 2018, was declared effective on May 14, 2019. Overall, despite some delays and issues encountered with some execution firms, the project activities are progressing well. As of June 17, 2019, the disbursement rate was at 43.1% exceeding a forecast of 22.7% for FY19 and an average of 26.6% of the country portfolio. Component 1. Upgrading and Reinforcement of Transmission Systems in Western Grid 7/12/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Electricity Access Expansion Project (P153743) The contract of the consultant responsible to carry out the detailed technical design of the transmission system was signed on February 28, 2019. The launch of the bids is expected in September 2019 and the signed contracts in December 2019. Component 2. Extension and reinforcement of the distribution system The original project finances four large contracts. The construction works were completed on two major contracts (Lots 1 and 3), and the distribution systems in use since April 2019. Regarding the Lot 2, 81% of the works are completed so far. The delay is mainly due to the failure of the company to mobilize the adequate teams on the ground. All the works have been completed in Tahoua, while the ones in Agadez are expected to be completed by June 30, 2019 and in Niamey by August 31, 2019. The fourth contract (Lot 4) has seen a very timid progress with only 8% of civil engineering works completed 3 out of 11 sites. Some progress was noted with the implementation of most of actions agreed upon during last mission. Most of the main equipment were ordered and the factory acceptance missions were conducted by Nigelec between March and June 2019. The projected date for completion of Lot 4 is set for February 2020. New activities to reinforce, rehabilitate and extend the distribution networks including in rural areas have been identified under the Additional Financing. The technical studies and bidding documents will be finalized by mid-July 2019 and the recruitment of the owner’s engineer will be launched by July 7, 2019. It is expected that the main infrastructure contracts would be signed by December 31, 2019. About 5000 connections were completed by NIGELEC on the distribution networks financed by the project. It is expected that the connections will be accelerated in Q1 and Q2 to reach 20,000 additional connections by December 31, 2019. The project's overall performance in environmental and social safeguards is satisfactory and the risk was considered as moderate. The Grievance Redress Mechanism (GRM) is in place. However, close monitoring of the preparation and implementation of new safeguards instruments will be required for new activities. Component 3. Strengthening institutional capacity in the electricity sector The overall assessment of this component is Satisfactory and all the activities planned under the initial financing have been finalized. The Electricity Access Master Plan will be finalized by June 30, 2019. New activities have been identified to continue supporting the strengthening of the Ministry of Energy, the Regulatory Entity for the Energy Sector (ARSE), and Niger National Agency for Solar Energy (ANERSOL). Among others: the grid code, a monitoring and evaluation system to track access to electricity, a financial model of the sector, harmonization of sector texts with regional texts, assessment of the tariff adjustment and trainings.
