At the end of its implementation period, the Project has generated the following principal results: 1. The National Portal on Environmental Licensing has been created and is fully functional for public consultation of all federal, state and municipal environmental licenses issued, with exception of Rondonia state licenses. 2. ICMBio has at its disposal data and maps concerning threatened animal species relevant for environmental impact studies and in the licensing process, including hardware and software for display and spatial analysis of species vulnerability. 3. IBAMA has increased its storage, archiving and recovery capacity for its “safe room” designed for safety, integrity and control of access to all relevant data related to the environmental licensing process. Other hardware and software used in the institutional process of licensing at IBAMA has been installed. 4. The staff competencies in IBAMA´s environmental licensing process have been compiled and mapped against the requirements of licensing processes, as a basis for designing annual training plans. Licensing staff at IBAMA have received training. The mapping and inventory of skills began in 2014 and finalized in 2015, funded by the PNMA II, with the audience the official framework of IBAMA Licensing Board, including the positions of Environmental Analyst, Administrative Analyst, Technical and Administrative and officers. The survey has identified a set of knowledge, skills and attitudes necessary for carrying out administrative activities and developed a preliminary basis for some activities related to the Environmental Impact Assessment process, 5. International best practices in Environmental Impact Assessment, licensing and compensation have been documented as well as a total of 72 national environmental studies were analyzed in the exploratory phase (first phase) of the planned actions of "Development Tools for the EIA process". 6. The "Development Tools for the EIA process" in its propositional phase (second phase) allowed the structuring of data to support the development of the Environmental Impact Matrix, by type, and protocols to guide the receipt of data on the analysis of environmental impacts. Revisions have reduced by 80% the number of terms used for activities declaration, aspects and impacts. The structuring stage of the Impact Matrix was completed, with the provision of the chain of cause-effect of 20 types of 32 licensed by IBAMA. 7. A proposal for regulation of Articles 47 and 48 of the Federal Law of the System of Conservation Units (SNUC) has been prepared by consultants and is under review by MMA´s Legal Department. Article 47 obliges water supply or water use entities that benefit from a conservation unit to contribute financially to its implementation and protection. Similarly, Article 48 obliges electricity generating entities that benefit from a conservation unit to contribute to its implementation and protection. 8. An analysis of the “state of the art” of the application of economic instruments for environmental policy at the federal, state and municipal level has been conducted and disseminated and discussed in seminars with stakeholders. 9. The data storage and server capacity of MMA has been increased to support, among other things, the web portal of MMA, the Rural Environmental Cadaster (CAR), the National Environmental Licensing Portal, and other databases and information heaps relevant for environmental management and administration by MMA.
