The mission objective was to review overall progress made towards the project development objectives specifically focusing on progress made during the first year of the AF. Given the upcoming elections and uncertainty around transition, it was agreed to extend the Closing Date of the Trust Fund that supports EQUIP II from August 15, 2014 to August Page 1 of 6 The World Bank Report No: ISR12179 15, 2015. This will allow for additional time for the disbursement of the remaining funds under the TF. It will also allow for the results of the impact assessment of EQUIP II to be incorporated more systematically into the design of EQUIP III. Furthermore, pushing back the start of EQUIP III by an year will give key stakeholders a chance to assess the political context, capacity of the newly elected government, as well as commitment of the new Ministry leadership to EQUIP before committing additional funds. Public Disclosure Copy As of September 2013, EQUIP II has supported the construction of 442 schools and a further 416 (CC and NCB) schools are under construction. (Between April 2011 and May 2012 no construction took place because the Ministry was stocktaking and undertaking a quality assessment.) It is estimated that 1,838,834 students are currently studying in EQUIP constructed schools, of this number 812,341 or nearly 44% are girls. Overall, there are 9.2 million children enrolled in schools in Afghanistan of which 3.61 million (or 39%) are girls. Under EQUIP I and II, social mobilization activities have been conducted in 13,369 communities which have resulted in setting up School Management Shuras (parents-teachers association) in each of these. (5391 school shuras were established under EQUIP I and 7978 under EQUIP II). Also 13,170 school improvement plans have been prepared (5391 EQUIP I and 7779 EQUIP II) nationwide. The 16,077 schools registered with MOE have been supported by EQUIP though Quality Enhancement Grants for the purchase of school supplies, laboratory equipment, etc. Training of all teachers in the system in In-service Training (INSET I and II) have been completed with 187,604 teachers trained (100,833 teachers under INSET I and 86,771 under INSET II. INSET training packages are offered to teachers based on a needs assessment and correspond to skill gaps. MOE has now started training teachers offering more advanced packages of INSET III, IV and V. Furthermore, the basic School Management Training program (SMT I & II) was provided to over 14,115 principles and school administrators. MOE has now started delivering more advanced packages of training beginning with SMT III which has been offered to 21,277 principles and school administrators. To date, 6234 scholarships have been awarded to female recipients enrolled in Teacher Training Colleges. The program seems to be benefiting from the emphasis on systems strengthening that has been carried out over the past three years. MOE leadership has moved from focusing on day-to-day management issues and fire-fighting to taking more strategic decisions and emphasizing quality related issues. Given the upcoming elections and uncertainty around transition, it was agreed to extend the Trust Fund EQUIP II from August 15, 2014 to August 15, 2015. This will allow for additional time to complete the project. It will also allow for the results of the impact assessment of EQUIP II to be incorporated more systematically into the design of EQUIP III.
