SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES While the last supervision mission (April 2019) downgraded both Development Objective (DO) and Implementation Progress (IP) ratings to Moderately Unsatisfactory (MU), since then the implementing agency (the Ministry of Gender, Children, and Social Protection) has fulfilled some of the major action items as recorded in the mission aide memoire. Specifically, the Ministry signed a large procurement contract with the data collection firm for the Social Registry in four counties covering more than 200,000 households (approx. US$2 million). The Bank has also cleared the Technical Proposal Evaluation Report for the procurement of the integrated Management Information System. These contracts are financed by the USAID Trust Fund. Also, the recertification of former Social Cash Transfer beneficiaries (approximately 4,000 households) in two counties has been completed and the cash transfer is scheduled to begin in August 2019. With these developments, the task team confirmed that the Project is now back on track to meet its development objectives. The proposed restructuring aims solely to change the closing date of the USAID financed RETF (TF-A6428), which co- finances the Project, from July 31, 2019 to July 31, 2020. This will be the first extension for a cumulative number of 12 months. In its letter dated July 19, 2019, requesting the extension, the Government stated that this restructuring will allow full utilization of the TF in order to reach all expected results. As of today, the RETF has disbursed US$0.5 million and US$0.7 million is still committed. The end-disbursement date extension for the Administrative Agreement (TF072727) of the RETF has been approved by the Country Director and all processes to extent the AA are expected to be completed by the end July 2019. There are no overdue audit reports from the Recipient. The current closing date of the Project is December 31, 2021. II.
