The Government of the Republic of Namibia requested a US$ 1.92 million additional financing in May 2012 from the GEF through the World Bank. The additional financing supported additional activities required to implement and disseminate the recently approved National Policy on Coastal Management for Namibia (NPCM) and assist the government to set in place the programs and activities to manage effectively the two protected areas that were established in 2009 and 2010 with support from NACOMA. OP 4.04 (Natural Habitats) was triggered with the Additional financing as it had been omitted in the original project. The Nacoma project supports protected areas that protect natural habitats thus the policy should have been triggered. The PDO/GEO remained unchanged but the AF introduced changes to the results framework to provide clearer formulation of some indicators and discontinue indicators that were already achieved. The additional financing was signed and became effective on January 29, 2013. It will close on December 31, 2015.The proposed additional financing would support additional activities required to implement and disseminate the recently approved National Policy on Coastal Management for Namibia (NPCM) and assist the government to set in place the programs and activities to manage effectively the two protected areas that were established in 2009 and 2010 with support from NACOMA. The additional finance operation was signed and became effective on January 29, 2013. It will close on December 31, 2015. Overall disbursement has reached 99% and the project will close on time. Most of the indicators' targets have been met. Under Component 1, NACOMA is supporting the drafting of an enabling legislation that would serve as a legal framework for the ICZM approach for Namibia. This is done through the development of an Integrated Coastal Management (ICM) Bill, one of the main outputs of this component. The draft Bill was finalized in July 2014 and has been presented to the relevant authorities through the Project Steering Committee, the Scientific Group and the Integrated Coastal Zone Management Committee (ICZMC). Most comments have been received and incorporated into the draft Bill. High level and technical consultations with the Ministry of Fisheries and Marine Resources (MFMR) were concluded and comments incorporated in the draft ICZM Bill. A National Consultative Workshop was held on the 24-25 August 2015 and the draft of the ICZM Bill was revised and submitted to the Cabinet Committee on Legislation (CCL) for clearance on September 2015 to be discussed in the National Assembly and the National Council. This project outcome indicator for this important activity is "Proposal for the enabling legislation of NPCM completed" and it has been met. Under the Component 1, land-use plans were developed for the coastal regions including the protected area and the neighboring conservancy. The Project Coordinating Office (PCO) informed that land-use plans were being developed by the Ministry of Land Reform formerly Ministry of Lands and Resettlement (MLR) for the entire country, and that the Steering Committee of the Project advised against duplicating efforts. It recommended that the project supported the development of tourism development plans instead, as these would be complementary and would answer more pressing needs. The project proceeded with the development of the two tourism development plans (Dorob National Park and the Tsiseb Conservancy). The Dorob plan has now been completed but the Tsiseb will be completed in January 2016. Under component 2, training on community-based natural resources management, strategic planning and project management, as well as environmental education has been completed. A law enforcement refresher and 4x4 dune driving course for the festive season preparation will be carried out in December 2015. Communication and awareness-raising activities have continued. The website is being updated, as is the “Coastodian Booklet” for schools. Under component 3, new or updated management and development plans for the coastal parks have been approved by the Government. The PCO adapted the Management Effectiveness Tracking Tool (METT) to the context of Namibia and that of marine protected areas, and used it to audit the Namibian Islands’ Marine Protected Area (NIMPA) and the Dorob National Park. One final measurement is expected shortly. The project also supported demarcation within Dorob National Park. All 6 matching grants are under implementation (77.5% execution on September, 2015) and all except one are expected to be completed by December 2015. Investments included: income-generating activities that are connected to ecosystem services, such as ecotourism guiding facilities (e.g. desert paths, viewing sites, sign posts and campsites), seaweed production, etc. Under component 4, the project coordinator took a new job and the financial/procurement specialist was appointed by the Ministry of Environment and Tourism (MET) as acting project coordinator until the end of the project.
