The Skills Development Fund (SDF) is fully operational; capacity development programs of duty bearers are ongoing for enhanced policy and programming on skills development by various entities; six Sector Skills Councils (SSCs) in the key economic sectors of agriculture, tourism, transport and logistics, construction, energy and ICT have been established against an overall program target of four SSCs; the Skills Management Information System (SMIS) exists at the MoEST to support policy and programming on skills development; 1,512 skills development programs have been registered to date; and about 28,500 (52% female) trainees had enrolled in alternative (private and non- government organization), TVET and university-level training programs supported by SDF (98%) or TVS (2%) against an overall target of 30,000. A program restructuring is proposed to address some of the emerging issues including elimination of some DLIs where appropriate; reallocation of resources towards service delivery enhancing DLIs; strengthening capacity of vocational and technical education organs at all levels to deliver on their mandates; opening up employer based training windows within SDF; and amplifying visibility of the program results by introducing additional intermediate results.
