The project has made great progress and is overall rated as satisfactory. The FID is implementing the Productive Social Safety Net and the Human Development Cash Transfer programs which combined now reach more 170,000 extreme poor households. Complementary services and linkages have been established, such as promotion of nutrition, health, early learning and parenting. In addition, the safety net programs are promoting productive activities at the household and community levels. Other services such as vaccination, family planning and livelihood development are being provided by other programs to which the safety net programs have established linkages. 8/28/2019 Page 1 of 8 The World Bank Implementation Status & Results Report Social Safety Net Project (P149323) The FIAVOTA emergency drought response program in the South of Madagascar, implemented since 2016, provides cash transfers, nutrition services and livelihood recovery grants to drought affected households. The FIAVOTA project covers about 80% of the population living in the targeted municipalities, by stabilizing the income of 65,000 drought-affected households while providing accompanying measures related to education, nutrition, essential family practices, financial inclusion, and production means recovery. Collaboration with the National Nutrition Program, financed under the AF for the Drought Response in the South (the FIAVOTA program), is productive. With the support of the World Bank, UNICEF and the World Food Programme (WFP), the Ministry of Population, Social Protection and Women's Promotion (MPSPPW) the process of coordination and harmonization of responses to crises is progressing well. The Beloha pilot project – funded by the World Bank, WFP and UNICEF – was launched in November 2018 when two communes (Beloha and Kopoky) in the Southern District of Beloha (in the Androy region) were affected by severe food insecurity estimated at an IPC 4 level. This intervention consists in taking advantage of the already existing FIAVOTA program in the region to provide emergency responses through horizontal (top up cash transfer amount) and vertical (new beneficiaries) expansions of cash transfers coupled with accompanying measures. This emergency response in Beloha is a pilot in terms of implementing a social protection system adaptive to shocks in Madagascar through the collaboration between social protection and humanitarian actors, has progressed well, and will be subject to assessment of lessons learnt. Key staff in the MPSPPW and the FID have recently been appointed, and activities under Component 3 of the project have picked up speed. The Ministry and Bank teams are working together to advance key elements of establishing a social protection system, such as a beneficiary household registry and a Monitoring and Evaluation system for the sector. The second Additional Financing for the project for US$90 million, approved by the Board on 1 March 2019, became effective 24 June 2019. The AF will consolidate project impacts and further deepen the policy and programmatic approach of social protection in the country, updated payment mechanisms and security arrangements, and includes contingency funding in case of emergencies such as drought and cyclones.
