Component 1. Strengthening Pedagogy for Basic and Special Needs Education. This component aims to strengthen the capacity of teachers to deliver, and of school leaders to support, high quality classroom instruction. The first two cohorts certified 22 and 24 teachers respectively. Moreover, the Government continues to work on the launch of the remedial program known as BLOOM and is expected to start on January 2020. Component 2. Building Responsive Social Protection Service Delivery Systems. This component aims to improve social protection delivery through improving instruments, strengthen human resource capacity for provision of social protection programs and services and enhance institutional mechanisms and strategy for more efficient, coordinated and transparent social protection service delivery. One important milestone under this Component is to support the Public Assistance Program (PAP) reform for higher impacts in service delivery. Despite substantial delays in the implementation of this component, the Government remains committed to its objectives and next steps have been agreed upon to accelerate the implementation. Key progress has been achieved in conducting the enhanced Country Poverty Assessment (eCPA) as data collection has been concluded for all its components. The analysis of the data and key assessments will inform the reform process moving forward. Component 3. Strengthening Labor Market Systems and Improving Skills Training of Poor and Vulnerable Populations. This component aims to improve labor market outcomes by strengthening skill certification frameworks and providing training that is responsive to market needs. the Project has made progress in the implementation of the Young and Adult Training Education Program (YATE): as of September the Program launched two cohorts of trainees, first cohort consisted of 165 who completed training in September and additional cohort of 149 trainees enrolled in September and are currently in training, for a total of 314 enrolled trainees. Moreover, aiming at strengthening capacity of the technical vocation and educational training (TVET) system 19 trainers are about to complete their training in four vocational areas: electrical installation, general construction, food and drinks services and commercial food preparation. Finally, a draft of the Projection of Employment Act (POEA) has been issued and a consultation process with stakeholders is taking place and is expected to conclude before the end of the year. Component 4. Project Implementation, monitoring and evaluation. The Government agreed with the Bank on a workplan with key milestones to increase the pace of project implementation. With respect to monitoring and evaluation, Government is currently working on updating databases to report indicators for the next period.
