Has the Project Development Objective been changed since Board Approval of the Project Objective? No Components Table Name Livestock Production and Marketing:(Cost $4.73 M) Fruit and Vegetable Production and Marketing:(Cost $3.02 M) Institutional Strengthening:(Cost $6.09 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions Three months before the project’s closure, the SACEP has achieved its Development Objective (DO). For all PDO-level Key Performance Indictors (KPI), except % increase in average F&V yields of targeted subsistence farmers (not recipient of matching grant), and for most of Intermediate Indicators of the Result Framework, final targets have been attained – results confirmed by the 2017 Matching Grant Program (MGP) Impact Assessment and the 2018 Market Survey. The MGP impact assessment also shows that for some indicators (average fruits & vegetable (F&V) yields of MGP participants, calving rates, etc.) the achievements from project beneficiaries are significantly higher than for the control group, allowing these results to be at least partly attributed to project’s interventions (in close collaboration with the Chinese demonstration project Phase III) . 594 beneficiaries have benefited from the matching grant program and fully completed their investments. 11/26/2018 Page 1 of 6 The World Bank Implementation Status & Results Report Samoa Agriculture Competitiveness Enhancement Project (P115351) To ensure a smooth closing of the project, the Government of Samoa and notably the Ministry of Agriculture and Fisheries (MAF) should: (i) closely monitor the construction of the Phase 1 of the Static Slaughtering Unit and ensure it is delivered before 31 December 2018 (SACEP closing date), and (ii) update the MGP Impact Assessment (survey of 364 additional MGP recipients completed – data analysis going on) to inform the Government's SACEP Completion Report.
