In particular the program has: 1. Developed 5 sets of Early Grade Mathematics Assessments (EGMA) in 5 mother tongues (a set of 25 in total). 2. Developed 4 further sets of Early Grade Reading Assessments (EGRA) in 5 mother tongues (a set of 20 in total). 3. Completed 3 phases of the Early Language, Literacy and Numeracy teacher training program. National (Phase I) and regional trainers training (Phase IIa and Phase IIb) and division level training including school principal and one teacher from each school (Phase III) have been completed. 4. Developed a revised school report card and issued it alongside a revised policy on school improvement planning. 5. Completed orientation at DepEd Division and Region offices and schools on the Results-Based Performance Management System (RPMS). 6. Established a task force and agreed an outline for the Financial Management Operations Manual. 7. Completed the fieldwork for a survey of early grade learning outcomes in the LEAPS regions as part of project monitoring activities. 8. Finalized a restructuring of the project to allow for a revised roll-out of the Early Language, Literacy and Numeracy teacher training program. However, progress has been slower in other areas: 9. Some Period 1 (July 1, 2013 – December 31, 2014) Disbursement Linked Indicators (DLIs) have still to be achieved including: 1. Adoption of a policy on the utilization of EGRA/EGMA tools. 2. Adoption of a policy on the dissemination and utilization of linguistic maps. 3. A comprehensive review of one DepEd program serving disadvantaged groups. 10. The Independent Disbursement Linked Indicator Verification Agent has not been contracted. While there has been significant progress on the implementation of activities under the project, delays in the appointment of the agent are preventing the independent verification of already completed activities. 11.
