Heretofore, significant progress has been made on survey, design and land acquisition. Moreover, the government has assigned a Senior Advisor (for Infrastructure) from the President Palace to lead the Project Steering Committee. It is expected that the actual project implementation progress will start to pick up. Significant progress has beenficant progress hal project implementation progreBaghlan to Bamiyan Road. The innovative approach adopted by the Ministry has not only sped up the land acquisition process but also helped to create employment opportunity for the affected families. As the contractors are mobilized, the ministry is making sure that proper arrangements for construction supervision are put in place prior to commencement of works on Segments 1 and 6. The arrangements for Operations and Maintenance (O&M) for the Trans-Hindukush road including Salang Pass and B2B are advised to be prepared as soon as possible so it can be implemented once both roads have been rehabilitated. Such important issue is critical to keep the rehabilitated roads in good conditions and to the sustainability of the investment benefits. Due to the delayed procurement process during the past 2 years, there is a serious concern over the overall project implementation within the current closing date of Dec 31, 2022. The government is requested to show greater ownership and commitments to the project implementation and take necessary measures to speed up the procurement of the remaining contracts by drawing lessons from the already signed contracts.
