Of this, 858 beneficiaries were female (27.6%) and 2,014 were IDP and low income beneficiaries (64.8%). Each year, on June 30 and December 31, the publication of each element of the 5 sets of data above will be tracked, scored and reported on by the PIU. Scoring will be done as follows: each of the five data elements published counts for a score of 1 point. Non-publication will result in a score of zero. Hence the maximum possible score for each year under this indicator is 5 points. The indicator value will range from zero to five. Using this scoring system, the baseline at project preparation as of March 31, 2014 was zero as none of these elements were published on the MOJ or SC public websites. In two of these courts the Case Management System (CMS) is operational: Sheki Economic-Administrative Court and Baku Economic-Administrative Court No. 1. The value indicated above is the wieghted average for the courts by caseload. The time taken to enforce contracts through courts in old courthouses without CMS support is 254 days, and in courthouses with smart infrastructure it is 216 days. Overall Comments Semi-annual reporting on project progress on the basis of indicators agreed with the World Bank - Loan Agreement Schedule 2, Section II, Part A (Project Execution): The Borrower shall monitor and evaluate the progress of the Project and prepare Project Reports in accordance with the provisions of Section 5.08 of the General Conditions and on the basis of indicators acceptable to the Bank. Each Project Report shall cover the period of one calendar semester, and shall be furnished to the Bank not later than one month after the end of the period covered by such report. On February 17, 2016, the World Bank team received an updated results framework after extensive discussions with the PIU in Baku during the last two missions and thereafter (in December, January and February) through audio and video conferences. This is the first time since project effectiveness that the PIU has updated the project results framework, raising questions about commitment to results reporting. The results framework as of mid-February was further reviewed and discussed with the World Bank team. Following an updated results framework was shared on March 21, 2016. The quality and completeness of the results data provided will be verified over the course of the next missions and strengthened as needed. No semi-annual Progress Report acceptable to the World Bank has been shared as of today. The most recent one (July - December 2015) is due since February 15, 2016. The Project Coordinator, recognizing that the PIU's insufficient M&E capacity to discharge its obligations, has engaged an M&E Manager (and is engaging two M&E assistants) on terms of reference acceptable to the Bank. The unit of measurement is kilowatt-hours (kWh) per square meter per annum (i.e. electrical energy used per unit of area per year). The average annual energy consumption of the inventory of court buildings under the MOJ, excluding those financed by the JMP, is about 700 kWh per square meter. This is the baseline. The JSSIP-financed SEER will, among other things, review the scope for greater energy efficiency.
