Component 1: Developing under-utilized agro-pastoral water supply technologies Identifying and selecting appropriate sites for the development of water storage is a critical part of this project. The sites in this arid environment have to satisfy a range of physical, social and economic criteria. The geology and the topology of the wadi need to be suitable and the site needs to integrate into existing patters of socio-economic resource use patters (land tenure, location of settlements and livestock routes. In Puntland, the more water scarce region the greatest challenge was finding sites with suitable geology and topology. In Somaliland the greatest challenge was integrating the sites into existing socio-economic resource use patters as there are existing traditional water abstraction points in many wadis which were avoided for development. In July a short-list of potential sites had been selected for geophysical investigation by the consulting engineers. By late 2016 the geophysical technical investigations were completed, the specific locations at each site agreed and the respective designs drawn up. The bidding documents are being finalized and the tendering of the construction contracts will done in February 2017. Component 2: Government capacity building and community empowerment Since the start of the project government capacity to manage the project and engage with communities has developed well. The teams have learnt a great deal about the siting of small dams through training on the Wadi Evaluation Tool, an exchange visit to the Africa Sand Dams Foundation in Kenya as well as the learning-by-doing related to this project. The focus will now shift from the siting of the small dams to community engagement related to water, land and livestock management. With the site and the interventions well defined the project teams will need work closely with communities to ensure that they have a full understanding of both the construction process and the implications for water resource management once they are completed. How will, for example, communities decide the division of available water between people, livestock and irrigated agriculture? And, how will costs for the operation and maintenance of the dams and associated water intake and distribution systems be managed? Dimensions of broader social inclusion were also discussed, noting that initial consultations on site selection for the small dams had mainly involved engagement with men. The World Bank task team emphasized the critical need to ensure inclusion particularly of women, who are often responsible for fetching water and decisions around household use of water, but also of other key community stakeholders, including youth, displaced populations and other marginalized groups who may otherwise be excluded from decision making fora around water resource management. Component 3: Project Management and Monitoring & Evaluation (M&E) The project coordination unit (PCU) in both Puntland and Somaliland are operational and staffed with government secondees (PCU Coordinator, M&E, Finance and Procurement Officers). The FM and procurement consultants hired at the beginning of the project trained civil servants to take on these roles which has worked well. Some additional training has been planned for the civil servant procurement specialists. In the case of Puntland a consultant engineer is on contract to strengthen the PCU on the technical side. In Somaliland this technical input is provided by the Ministry of Water Resources. In both cases the Bank is providing close supervision and implementation support through staff and consultant input.
