The following contracts have been completed: (i) an interim international passenger arrival facility (Terminal T1-E) at Jomo Kenyatta Internal Airport (JKIA); (ii) permanent arrival facility for Terminal 1-A and associated supply and install contracts; (iii) supply of fire-fighting engines for KAA; (iv) an integrated security system for T1-A at JKIA; (v) information technology system for JKIA; (vi) supply and installation of a baggage handling system at T1-A and T1-E international arrivals; (vii) installation of air navigation equipment; (viii) three feasibility and design studies; (ix) Webuye-Kitale road section (60km) except for one new interchange which is nearing completion; (x) Bachuma Gate Mai ya Chumvi road section (53km); (xi) three interchanges at Nakuru; (xii) headquarter complex for KCAA including an access road; (xiii) establishment of a Marine Training School at Kisumu; and (xiv) equipping the EASA training workshops. 2. Completion of these activities has contributed to: (a) reducing travel time along the Kisumu-Kakamega-Webuye- Kitale and Bachuma Gate-Maji ya Chumvi road sections; (b) improving governance in the transport sector through the (i) establishment of a lead agency for road safety; (ii) establishment of regulatory framework for the construction industry; (iii) establishment of a regulatory framework for engineering profession and practice; (iv) development of a regulatory framework for railways (v) restructuring of KCAA; and (vi) development a performance monitoring framework for the maritime sub-sector; and (c) preparation of a pipeline of investments in the road subsector including the completion of detailed engineering designs of (i) Mombasa Northern Bypass; (ii) Lake Victoria ring road; (iii) Nakuru-Nyahururu-Marua; and (iv) augmenting water supply to Jomo Kenyatta International Airport, Nairobi; Kisumu International Airport; and Moi International Airport, Mombasa. 3. The following contracts are expected to be completed in the next three months: (i) reconstruction of Kisumu-Kakamega road (47km) at 95 percent completion rate; (ii) construction of access road to East Africa School of Aviation (EASA) at 90 percent; and (iii) construction of Barabara Plaza building to accommodate the road agencies, at 58 percent. Other contracts associated with support to communities in the project area expected to be completed during this period include (i) a primary school at Mwoki in Vihiga county; (ii) a primary school at Kaburengu in Kakamega county; (iii) maternity center at Matete; and (iv) several markets including at Taru; Meli Kubwa; Lugulu; Misikhu; etc. 4. The following contracts require intensive attention otherwise they risk remaining incomplete by December 31, 2018: (a) improvement of Kisumu Boys-Mamboleo (4.5km) road section; (b) reconstruction of Kakamega-Webuye road section (40km); (c) Athi River-Machakos road section (22km); (d) construction of interchanges at Kericho-Kisumu and Ahero-Kisii junctions; and (e) construction of an office block for road sub-sector entities. The unprecedent heavy rains recorded during the period March-May 2018 halted execution of these works during this period. Also, the long electioneering during the entire 2017 calendar year slowed down progress of works. Tangible achievements have been made such as (a) Kenya and JKIA meeting ICAO, Federal Transportation Administration and Transportation Security Administration of the USA aviation security and service level standards thereby allowing flights originating from JKIA to and from the USA ; (b) travel time between Kisumu and Kitale reduced by 40 percent; (c) travel time between Bachuma Gate-Maji ya Chumvi reduced by 40 percent; (d) JKIA selected as fifth best airport in Africa in 2017, and Most Improved Airport in Africa in 2016 (Airports Council International; and (e) EASA accredited as one of the few centers of excellence in the world by ICAO. Overall the institutional arrangements and policy environment in the transport sector has been enhanced. GoK has funded some of the activities originally envisaged to be financed under the credit.
