The Project will support the Borrower's purpose to improve the performance of the National Fisheries and Aquaculture Innovation System (SNIPA) and fisheries and aquaculture value chains, to promote the transformation of the Borrower's fisheries and aquaculture sector through reducing reliance on capture fisheries and increasing emphasis on aquaculture. Has the Project Development Objective been changed since Board Approval of the Project Objective? Based on the information received during the SPN visit, the team believes the project is implementing as planned. Components 1 and 2: Following the 1st Call for Proposals (2017-2018), a total of 289 innovation sub-projects was approved for financing. These sub-projects are currently under implementation, except for 16 sub-projects that closed early for various reasons. Following the 2nd Call for Proposals (2018-2019), 298 additional sub-projects were approved. These are currently being adjudicated, and some have started implementing. Component 3: Activities being financed under Component 3 are establishing the basis for a strengthened governance system for the fisheries and aquaculture sectors. Analytical work financed by PNIPA has identified management priorities for selected key species (e.g., paiche, perico, pota, and trout), and events organized and financed by PNIPA have contributed to the development of innovation agendas for the value chains of these species. Meanwhile, PNIPA has supported the drafting of a proposed Law on the National System for Innovation in Fisheries and Aquaculture, which when passed will represent a significant policy contribution.
