The project has a moderately satisfactory rating in terms of progress towards achievement of the PDO and implementation. The original credit is 100% disbursed and the additional financing, which became effective on May 11, 2015 has disbursed 91% of its funds. Component A1 (Resource Management): The activities in this component fall into two broad categories: upgrading physical facilities and training of staff. Both sets of activities have performed very well throughout the project and all indicators have been met. Component A2 (Data Management): In cooperation with Norway, this component supports development of Ghana's National Data Repository (NDR) to store and manage the country's petroleum data. The NDR was completed in early 2017 and is now operational. All project indicators relating to this component have been met. Norway has provided technical guidance on the implementation of the NDR and this has been essential to achieving a successful outcome. Component A3 (Environmental Management): This component supports the Government of Ghana in managing environmental aspects of petroleum development in accordance with international standards by strengthening the Environmental Protection Agency (EPA's) capabilities. As with A2, technical guidance for this component has been provided by Norway. A key element of this support to the EPA has been the establishment of a laboratory at EPA's Western Region office in Sekondi, which is currently still incomplete. Component A4 (Oil Revenue Management): This component supports the petroleum revenue management functions that fall under the Ministry of Finance and Economic Planning and the Ghana Revenue Authority (GRA). This component is essentially complete and consisted of training, office equipment and other support to the Oil and Gas Unit at MoF and GRA. Component A5 (Sector Governance): This multi-faceted component aims to strengthen the institutional arrangements for governance of the oil and gas sector and to foster transparency. The component is complete and consisted of support to the Attorney General's Office, to the Ghana EITI initiative, to the Ministry of Energy's Communications Unit, and to the Independent Oil and Gas Information Resource Center. Component B1 (Vocational Education) continues to experience implementation challenges because of delays in installing equipment already procured and delivered to the three vocational training institutions.
