SOCODEVI identified an additional 1,759 farmers for the 2016 rehabilitation program in the three counties (Bong, Nimba and Grand Gedeh), which will bring the total number of beneficiary cocoa/coffee farmers undertaking rehabilitation to 3,000 (2,875 cocoa farmers and 125 coffee farmers) by end- 2016, thereby exceeding the revised MTR targets of 2,500 farmers. Six out 11 Farmers Organizations of 2015 bulked 63. mt their cocoa harvest and obtained over US$220,000. Participating female farmers (556) represent 18.5% of total farmers.The number of ha of cocoa/coffee rehabilitated by end- 2016, expected to be about 4,000 ha (3,772 ha for cocoa and 220 ha for coffee), however, will reach the target revised at MTR but be lower than the appraisal targets of 6,500 ha, as the average size of cocoa farms is substantially lower than the appraisal estimate (1.3 ha against 2.0 ha). Certified Cocoa Seeds were purchased from CRIG Ghana and planted in 52 nurseries across the cocoa/coffee counties of Bong, Nimba and Grand Gedeh for planting in June 2016 when the rains are established.All participating farmers in 2015 and 2016 were selected based on the project selection criteria and in compliance with the project environmental and social safeguards.SOCODEVI is continuing to strengthen the 16 Farmers’ Organizations (FOs) supported under the project (consisting of 10 existing Cooperatives, 1 existing farmers’ association, and 5 new FO created from the FFS/FBOs) with the assistance of the CDA. Templates of status and by-laws have been prepared and presented to the CDA. In-depth diagnosis, Organizational Development Plans and Business Plans have been developed for 11 FOs but have not yet been submitted nor cleared by the PCU. SOCODEVI recruited national consultants to deliver the training program aimed at building up the capacity of the FOs, and training materials have been developed. Progress in delivering the training program is ongoing as per the planned schedule, with the participation of national consultants and the CDA with backstopping by SOCODEVI staff. 2. The Project has continued support for the revitalization of 600 ha of the Dube farmer run oil palm plantation (300 ha for rehabilitation and 300 ha for replanting) in Grand Gedeh County. Following the FPIC conducted in September, 2013, the land was deeded to the Konobo Multipurpose Farmers’ Cooperative and the deed was signed by the President of Liberia on April 25, 2016.Following the MTR mission, several critical steps were taken to address the main problem observed during the MTR which was a strong tensions between stakeholders and suspend field activities to resolve the issue , as follows: (i) VOSIEDA continued to provide its support to the Cooperative, with the aim of improving its governance and making it more efficient; (ii) the PCU together with VOSIEDA and the CDA further assessed the situation in Dube while providing the required clarity to stakeholders; (iii) the PCU finalized the ESMP for the rehabilitation of the plantation which was cleared by the Bank in February, 2016; and (iv) an IDA Social Development Specialist visited the Dube plantation in February, 2016, and confirmed that good progress had been made in strengthening the cooperative’s governance structures and in providing clarity about the operational and benefit sharing arrangements, resulting in strong stakeholder support for the proposed rehabilitation of the plantation. On that basis, the Bank recommended to the PCU that implementation of the sub-component should resume, and field activities restarted in April, 2016, with 70 ha under brushed by mid-May, 2016.Original appraisal targets consisting of the revitalization of 600 ha of smallholder oil palm in Grand Bassa County, under an outgrower model, were reduced by half (150 ha for rehabilitation and 150 ha for replanting) during the November 2015 MTR. The MoU between the MoA and EPO was signed on March 25, 2016, covering the period ending on December 31, 2018. The ESMP for oil palm farms in Grand Bassa prepared by the PCU was cleared by the Bank in April, 2016. The farmers’ association regrouping potential beneficiary farmers pre-selected in 2014 by the PCU, after confirming the suitability of their farms according to the project environmental and social criteria, was formally established as a cooperative, with the assistance of the CDA, and now includes 54 members. Three members have land titles while 24 members have land use documents in the form of Land Development Grant Certificates issued by county authorities. The Sub-Project Unit has been established and staff (1Manager, 1 Field Supervisor) has been recruited and 50 ha out of 150 ha are planned for planting by August 2016. 3. Appreciable progress is being made with the rubber sub-component being implemented in Montserrado County by MARCO and in Margibi County by Salala Rubber Corporation. The 150 ha planted in 2015 by 300 farmers of the Todee Rubber Farmers Multi-Purpose Farmers’ Cooperatives (TRFMC)are being taken care of. The 150 farmers’ applications for loan for the top dressing fertilizer provided by MARCO in 2015 are being processed by Afriland First Bank Liberia. Additional 50 farmers and their 100 ha farms have been assessed for the 2016 season replanting and credit worthiness as well. Substantial progress was achieved since the MTR in starting-up implementation of the sub-component as follows: (i) the SRC allocated and renovated office space for the Sub-Component Smallholder Unit; (ii) the PCU recruited two staff for the Sub-Unit, consisting of a manager and a field technician and procured two motorbikes and office equipment; (iii) the PCU and the Sub-Unit identified 100 eligible farmers around the SRC concession, based on the project selection criteria and after verifying that farms met the agreed environmental and social safeguards; and (iv) the PCU completed and submitted the ESMP for the sub-component to the Bank for clearance in April, 2016.The 100 participating farmers will plant 200 ha, under the guidance of the Sub-Unit staff. SRC is to provide 1,000 stumps per farmer (500 stumps per ha) using RRIC 100 clone as it is well adapted to the local conditions (it is disease and wind resistant) and is high yielding with a least 10% of the stumps due to the expected mortality rate. The land use rights validation for the 200 ha has been completed by EHUD. The CDA is working with the PCU to establish a farmers’ organization, with the view of later transforming it into a formal cooperative.
