INIAF has made progress in a number of areas, such as strengthening INIAF's strategic research programs, implementing decentralized technical assistance activities, and managing the seed certification program. In addition, the program for the coordination of the innovation system (SNIAF) is showing encouraing signs of progress: INIAF succesfully organized out the Third National Innovation Forum and hosted a successful meeting of the Plurinational Council for Innovation, the first such meeting held in the last two years. The Council is being actively led by the newly appointed Vice- Minister for Rural Development. Despite these advances, INIAF continues to face challengues in a number of areas, particularly with respect to monitoring outputs and outcomes and showing evidence of results and impacts on the ground. The next implementation support mission is tentatively scheduled for March 2016.
