The 5-year Cabo Verde Education and Skills Development Enhancement Project was approved by the World Bank Board of Executive Directors on October 31, 2018 and became effective on April 4, 2019. The Project Development Objective (PDO) is to strengthen foundational skills in education and improve the relevance of training programs to the recipient’s strategic development plan. The project has three main components: (i) Support to the Basic Education Reform; (ii) Support to demand-based training financing schemes; and (iii) Support to the Education and Skills Development Reforms and Project Management. The Project is supporting the Ministry of Education's ongoing reform to improve the quality and relevancy of basic education in the country. Some of the activities supported by the Disbursement Linked Indicators (DLIs) include preparing the updated curriculum in key subject areas, training teachers, and conducting national learning assessments. Over the several months, progress has been achieved in all of these areas and the first learning assessment in Portuguese and Mathematics for grades 2 and 6 was just completed in May 2019. Verification and details on these recent achievements will be available with the upcoming DLI verification report.  Component 2: Support to demand-based training financing schemes. There is an existing Skills Development Fund (Fundo de Promoção do Emprego e Formação - FPEF) in Cabo Verde. The Project has been supporting a series of reforms to this existing fund to help improve linkages and ensure that training activities and available financing are more aligned to the needs of the labor market. FPEF has now adopted a revised manual that allows for the provision of both grants and scholarships. Key priority sectors include both ICT and Tourism. Once the national skills development plans for these two sectors are finalized, the Fund will advance in the first call of proposals for grants for specific training activities to be supported by the project.  Component 3: Support to the Education and Skills Development Reforms and Project Management. This component supports various technical assistance required to achieve the results outlined in Components 1 and 2. Terms of Reference have been drafted, technical assistance identified, and recruitments are underway for a number of activities. In the education sector, these include technical assistance to support the creation of the national learning assessment, the development of a module on socio emotional skills, and a pilot of results-based financing at the local level. In the skills sector, these include the hiring of a Senior Skills Expert and Monitoring and Evaluation Specialist to support the work of the Fund and the recruitment of a expert to support the development of an Overall National Strategy for Employment and Skills Development.
