In addition, the task Team recognizes that the early stages of implementation are proceeding with delays, which has slow down the recruitment process of essential staff positions in the PIU. The team will follow closely on the initial phase of the project and the preparation of the first key procurements and feasibility studies once the PIU is fully operational. In addition, the team would like to emphasize on the substantial risk of a upcoming change in the governmental term, which may affect the project as it moves forward with the implementation. Risks Overall Risk Rating Risk Category Rating at Approval Previous Rating Current Rating Overall  --  --  Substantial Comments • Potential delays in project implementation due to a change in the government term, and consequently a potential turnover of technical and decision making staff. As the PPCR methodology entails a broad consultation and participatory process, non governmental institutions such as academy, NGOs, donors, among others must act as guarantors to ensure sustainability of activities and results. • The rationale of the proposed rating lies within the capacity of MiAmbiente and INVEST-H to work together and coordinate activities to ensure timely implementation of the Grant. It is worth mentioning that the project includes a number of specialized studies which will require a close supervision and oversight. This risk will be mitigated by outlining clear roles and responsibilities for each institution in the Operations Manual for the project. • The other risk associated with the implementation of the PPCR is related to the lack of CIF funding for projects that will be identified in the SPCR, as Bank leverage is limited due to small IDA envelope and national budget allocations to climate smart programs remains relatively low. To mitigate this risk, the Bank team will work closely with the Honduran government during SPCR development to identify potential sources of funding for the implementation of such projects. Examples of climate finance sources include the Green Climate Fund, GEF, and bilateral financing. • A large number of donors and partners are active in climate change-related activities in Honduras, and some activities may duplicate or undermine the project’s efforts. The Ministry of the Environment and the new Climate Change Presidential Unit (Clima+), who will be responsible for national program coordination, will help minimize duplication and maximize harmonization. Cooperating partners involved in Environment and Climate Change meet monthly (mesa de donantes) to share information and discuss cooperation. The extensive consultations to be carried out during PPCR Phase I and the use of recognized Government coordinating structures such as the Ministry of Agriculture, the Water and Sanitation Sector Institutions, the Climate Information Institutions, among others, will help to ensure that partners activities remain complementary and mutually reinforcing. The following are some of the Government policies that may be informed by the SPCR. At a National Level: • The Water, Forest and Land Master Plan (Plan ABS), the GoH’s main public strategy to address climate change. The shared responsibility between the different entities will serve to enhance the institutional mandate; the institutional expertise and the promotion of advancing knowledge with collaborative processes of intervention. • Vulnerability to climate change and the corresponding impact on its development efforts, Honduras is particularly committed to achieving its NDC. • By adopting climate resilience as a development approach, it becomes instrumental to contribute to the objectives and goals to increase social inclusion, promote equal opportunities and redistribution of economic wealth, as described in the Country Vision and Nation Plan and the Sustainable Development Goals. At the Prioritized sector levels: Strengthen the management of meteorological knowledge, water resources and climate data to inform decision-making. • The country has a Plan for the Modernization of Hydro-meteorological and Climatic Services, framed in the World Meteorological Organization (WMO) Strategy, for the development of institutional and technical capacity of the climate, hydro-meteorological and water services to produce a good risk assessment and communicate this risk to vulnerable groups and response authorities. Resilient water management through strengthening governance • The water sector was identified as the main priority for the PPCR Project. Through the Honduras ABS Master Plan the SPCR may propose investments in water infrastructure for multiple use and sanitation, strengthening mechanisms for coordination and governance among stakeholders; necessary to improve the quality and quantity of water in alignment with the National Potable Water and Sanitation Plan (PLANASA). Climatically resilient agriculture and sustainable food security. • Agriculture and food security were identified as one of the most sensitive sectors. It is recommended to integrate into the portfolio of transformative investments, actions aimed at establishing sustainable and climate-adapted agriculture, as part of the implementation process of the National Adaptation Strategy for Climate Change for the Agro-Food Sector. Institutional strengthening and capacity building of human resources for adaptation to climate change. • MiAmbiente is the political focal point leading the National Climate Change Strategy (ENCC) and National Adaptation Plan, key underpinnings of the SPCR. Finally, there is a need for a national-local coordination of these instruments and to promote mechanisms that make it possible to move forward according to this public policy framework.
