However, in the case of Huxian (4 road sections), variation orders are occurring and the project is trying to resolve issues on project construction, contract management, disbursement, and social safeguards. One section is being dropped for technical reasons and will be completed with counterpart funds. Upon completion, these activities will improve transport accessibility. Public Disclosure Copy -Public Transport Component: The civil works of the Textile Terminal are completed and the operations should start in mid 2013. Land acquisition has been completed for the Southern Terminal and the bids for construction should be opened in September 2013. Two key bus priority corridors will be implemented once the designs are produced (through the associated Global Environment Fund grant). However, the issue of the location of the Xinzhu Depot is again facing land acquisition challenges. -Traffic Management Component: A large number of activities are underway and some are already completed which will facilitate traffic mobility. -The Air Quality Management Component is showing good progress, and the Motor Vehicle Emission Control Plan Study is underway with preliminary results; this will help reduce environmental impact. -The Cultural Heritage Component is underway, with a plan to expand the city's bicycle program, which will help reduce the environmental impact of urban transport. -The Institutional Development Component is well advanced, with several studies already completed.
