The procurement process for consultants is finished, technical studies for water infrastructures are almost completed and also well advanced for the energy infrastructure. There are delays in procuring some of the packages however they are expected to be completed soon as well. Hence, the works on the ground are expected to start in the next months, with delays compared to the original implementation planning. At this point, three main issues are hindering project implementation and effectiveness: - The first issue is the lack of coordination between the 3 entities (PIU, SODECA, and ENERCA) in charge of the Project. A strong leadership from the Ministry of Energy and Water is required to address this issue. 10/18/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Water and Electricity Upgrading Project (P162245) - The second issue is the communication deficit between the PIU and the WB team. Despite regular follow up and VC at the WB team initiative, the PIU is struggling to establish a proactive reporting to the WB team, which is critical to address some key issues the project is facing. The restructuring of the PIU could be a chance to optimize the communication between the WB team and the PIU and provide more flexibility and proactivity in the project implementation. - The third issue which is jeopardizing the project implementation is the project financial management. The interim and audited financial reports are constantly submitted with delays, due to the lack of PIU’s capacity. The restructuring of the PIU and the government involvement are needed to solve this issue that could impact the entire country portfolio. During the last CPPR in early October 2019, the CMU pointed out this issues to the attention of the Government, and it was agreed that the PIU is understaffed and measures to improve the PIU's performance would be proposed by the CMU. To address the PIU's capacity, the CMU has done a proposal to the Governor to staff up the PIU, with the following key actions for the project: - recruiting two international experts in Financial Management and Procurement for the PIU, dedicated among others, to the project by November 30, 2019 - recruiting a national coordinator for the PASEEL and PURACEL projects by November 30, 2019. An urgent attention from the government is required to strengthen the PIU so as not to compromise the project implementation.
