Problems due to faulty layout of a large portion of the sewer adduction line were satisfactorily solved over the last 12 months with the intervention of BONNA Tunisia as subcontractor, in substitution of GTM. By end of 2012, the sewer adduction line, the two pumping stations (SP1 and SP2) and the treated wastewater transfer network were almost completed, and the new El Attar Wastewater treatment plant Public Disclosure Copy (WWTP) completion rate stood at 80% for civil works with most equipments delivered on site. However, the project has been experiencing new difficulties in 2012, with construction at a standstill at the WWTP since early 2012, and additional delays for the installation of the new IT customer billing system whose contract is supervised by SONEDE (who finances the larger part of it through the ongoing Urban water center project). As the original closing date of the project was December 31, 2011, the Bank had granted a first 12-month extension, and second extension of 30 months, necessary to ensure that ONAS can complete the various components of the project, has been approved in December 2012. Over the last 6 months, activity at the construction site of the El Attar WWTP has continued to be at a standstill, as ONAS is awaiting the international arbitration ruling of the ICC (it was expected in May 2013 but has now been delayed to September 2013). In the meantime, ONAS has been able to move ahead with finalizing the few remaining civil works at the pumping stations, the sewer adduction line and the transfer line. A positive development has been the restart of the installation of the new IT customer billing system joint with SONEDE in February 2013, after the various contractual issues between SONEDE, CSM and the consortium had been finally solved.
