Provincial, district, and commune-level training in inter-sectoral planning is ahead of schedule and planning teams have been established in all eight project provinces. Preparation of fisheries-related studies and upgrading of provincial databases are now making better progress, though they are still behind schedule overall. Progress has been particularly strong in promoting good practices for sustainable aquaculture, where compliance with water effluent standards, reduction of disease losses, and use of quality seed stock has improved more than anticipated for this stage of implementation. Strengthening of provincial capacity for disease management, monitoring, and reporting is also on track. While no additional shrimp hatcheries have yet been brought up to biosecurity standards, Ca Mau, Phu Yen, and Binh Dinh (the three main provinces) are actively working with selected hatcheries to prepare detailed plans for achieving this goal. Good aquaculture practices (GAP) training for farmers is on track and demand from farmers is increasing as they see the results achieved by their neighbors. The number of district field stations for monitoring and control of near-shore capture fisheries has exceeded the project’s target. There has been very good progress in meeting the environmental standards by the surveyed farms in the GAP zones since the last mission in July 2015. Most of the farmers in the GAP zones now have started applying some of forms of wastewater treatments, such as having separate/joint group treatment facilities or applying improved farming techniques (i.e. water circulation systems/biological treatments or stocking shrimp at a low density with little feeding). On average, 65% of the surveyed farms had appropriate wastewater treatments meeting the required environmental standards and 70% applied pond mud handling practices after harvest. DONREs and DARDs now have also paid high attention to follow up with the violators to assist them to improve their compliance in the next farming cycles. Demonstration sites have been used as farmer field schools (FFS) for training shrimp farmers in improved/advanced farming technologies. Together with delivery of farmer training, the project has also constructed 19 biosecurity infrastructure schemes (i.e. water supply/discharge systems, waste treatments, etc.) for shrimp-based GAP zones and upgraded 6 out of 8 provincial centers in charge of disease management (except Thanh Hoa and Ha Tinh). A Guideline on Community-Based Disease Surveillance has also been prepared and issued by the PCU. Disease surveillance has been conducted and maintained in all GAP zones through cooperation with sub-Departments of Animal Health (sub-DAH). Disease surveillance and outbreak containments have been much improved and more effective than before. Under each CMP, the project supported the establishment of the co- management team, preparation of the community profile, development of the Co-management Agreement. The project financed the activities initiated by the local fishing community, such as training, awareness campaigns, participatory surveillance, hotlines (for reporting violations), wastes collection and environment cleaning, missing infrastructure, and additional livelihoods, etc. The M&E data collected from 28 CMPs which have been implemented more than 9 months reported reduction in fishing violations by over 30%. This figure is expected to increase over time. Overall Comments The project is making progress in achieving its PDO and indicators. Good progress was observed in the past reporting period in all components and all project provinces. Based on the feedback, the firm is improving the draft with the aim at having another version available for review and testing in June 2016.
