Implementation of Component A, Rural Connectivity Improvement progressed reasonably well, by completing about 97% of civil works under conventional design, including some progress in the ongoing pilot cost-effective technology works. It has been reported that 8 roads have been completed without obtaining the necessary forest clearances and there are also serious delays in processing forest clearances for another 7 roads, which is still pending with the forest department, and this is likely to impact completion of these works. The mission advised that without diligent coordination and urgent follow-up with forest department, these roads might not be completed by project closing. In Component B, Road Sector Modernization and Performance 12/28/2018 Page 1 of 6 The World Bank Implementation Status & Results Report Rajasthan Road Sector Modernization Project (P130164) Enhancement, there has been progress in some activities while a substantial delay encountered in the most important subcomponent - Development of a Sustainable Road Asset Management System (RAMS). It is noted that the system providing consultant (SPC) is now appointed to develop RAMS. Out of the four activities under this component, two have successfully been completed namely: (i) Preparatory works to Improving Engineering Practices and Business Procedures, and (ii) Developing a Strategy for Human Resources Development. While these outputs demonstrate a good progress, the key outcomes PDO outcomes namely approval of Road Sector Policy and operationalization of RAMS are substantially delayed. Though the (i) study report to Improving Road Sector Policy, Strategy and Financing Framework has been finalized, is yet to be approved by the cabinet; (ii) SPC consultant has been mobilized, RAMS is yet to be completed and operational both activities will not be completed within the current credit closing period. In Component C, Road Safety Management, there has been a very little progress with regards to the Safe Corridor Demonstration Program (SCDP) since last mission in February 2018. Although preparatory activities are completed, there are significant delays in the procurement process of civil works and road safety equipment due to poor bid response and the resulting rebidding. These activities, especially SCDP civil works, are related to key outcome indicators attributed to the PDO, are substantially delayed and will not be completed within the current credit closing period. The road Safety Education and Awareness Program reached out to approximately 81% of the Gram Panchayats. These are some very strategic achievements for the Rajasthan Road Sector. Having said that, we are pleased to report that the contract for SPC has been signed on August 2, 2018. The procurement for services for data collection is still to be procured. Implementation will start, but the PDO indicator not likely to be achieved during the project period.
