While the Bank recognizes important achievements towards the PDO such as the successful operationalization and functioning of the newly established pension fund, several issues are putting at risk the retirement and YP programs and objectives and threatening to derail the project. Consequently, these issues should be addressed by the authorities and the project to accelerate implementation and overcome bottlenecks. This regards in particular the regular payment of graduates of the Young Professional Program who have integrated the civil service, the sustainability of the separation packages to be paid to retirees, the proper functioning of the grievance and redress mechanism for eligible retirees, and the regular holding of steering committee meetings to ensure effective oversight and guidance from the Government on Civil Service Reforms. Over the course of implementation, the project had previously advanced well with (i) the restructuring of supported Ministries, which staff units of their new organizational frameworks based on identified needs, and on new organizational norms and HR procedures, (ii) the operationalization of the YP program, (iii) the launch of the retirement program following years of stalemate; and (iii) the technical assistance to the preparation of a law on civil servants' status that was promulgated and advanced the legal framework for the reform. As the project reaches its mid-term, sustaining the reform momentum based on these early achievements is crucial. Key Decisions: To get the project back on track, the Bank agreed with the government on a six-month action plan (ending in December 2018) including the following main measures: 1) Review and adapt the civil service reform strategy and implementation plan, especially with respect to the Retiree and the YP programs 2) Call regular steering committee meetings to provide guidance to Civil Service Reforms technical teams 3) Fill out the currently vacant positions or held by acting members of the implementation agency 4) Finalize and formally adopt the Grievance Resolution Mechanism for the Retirement Program 5) Implement the agreed upon actions to improve M&E, Procurement and FM of the project.
